Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing and installing a Reverse Entry Alert Detection System (READS) at the Main Gate of Mountain Home AFB, Idaho.

• The contractor shall furnish all personnel, labor, supervision, management, supplies, tools, equipment, parts, materials, transportation, shipping & delivery, and other necessary services.

• Install sufficient detectors to cover all outbound lanes and detect vehicles attempting to enter the installation via outbound lanes.

• Detectors shall utilize wire-free connections (e.g., Radio frequency, Bluetooth) and send signals to a siren/audible alarm and a visual display within the main gate house.

• The visual display shall read "WRONG WAY" and be a minimum of 7" H x 34" W x 2.5" D.

• Any additional equipment (e.g., CPU, control systems) will be located inside the Main Gate house.

• All work must be in accordance with manufacturer's specifications and to the satisfaction of the Government representative.

• The system must include a warranty of at least 5 years covering the entire system, including parts and workmanship.

• The contractor shall employ a commercial quality control program to identify, prevent, and ensure non-recurrence of defective services.

• The Government will use various quality assurance methods to determine compliance.

• Any work found to be non-conforming must be re-performed by the contractor at no additional cost.

• Installation at the Main Gate (Bldg. 6410) on Mountain Home AFB, ID, 83648.

• Normal hours of operation are Monday through Friday, 7:00 am to 4:30 pm (MST). Weekends and holidays are not business days.

• Compliance with all applicable federal, state, local laws, regulations, OSHA, and manufacturer's specifications.

• Personnel must be able to read, write, speak, and understand English fluently, present a neat appearance, and be easily identified.

• Contractor personnel must obtain base identification and vehicle passes and adhere to installation access/entry requirements.

• Compliance with security, OPSEC, and antiterrorism requirements, including training and background checks.

• Adherence to environmental controls, including hazardous material handling, spill notification, and waste disposal procedures.

• No weapons, firearms, or ammunition are permitted on installation.

• Specific requirements for handling Controlled Unclassified Information (CUI) and foreign disclosure.

• Employees with duties involving firearms or ammunition must complete DD Form 2760 annually.
