Wrong Way Sensor Replacement

This is a combined synopsis/solicitation for commercial items to replace the "Wrong Way Sensor Detection System" at Shaw Air Force Base (AFB). The 20th Security Forces (SFS) is seeking to procure this replacement.

• Replacement of the existing "Wrong Way Sensor Detection System."

• The scope of work is detailed in an attached Statement of Work (SOW).

• Pricing must be firm-fixed and all-inclusive, covering labor, materials, equipment, removal/disposal of old sensors, installation, and testing as outlined in the SOW.

• Descriptive literature demonstrating compliance with the SOW is required.

• Pricing Arrangement: Firm Fixed Price.

• Delivery Timeline: Must be stated in days After Receipt of Order (ARO).

• Offer Validity Period: Quotes must explicitly state that all offered prices are valid for 60 days.

• Questions Cutoff: Friday, April 24, 2026, at 2:00 PM EST.

• Quote Submission Deadline: Friday, May 1, 2026, at 2:00 PM EST.

• Submission POCs: All questions and quotes must be emailed to SrA Michael Treaster (michael.treaster@us.af.mil) and SSgt Motaz Irshid (motaz.irshid@us.af.mil).

• Evaluation Factors: The Government will award to the responsible Offeror whose offer is most advantageous, considering price and technical acceptability. Quotations will be evaluated from lowest total price to highest price, with the first 5 offers evaluated for acceptability. Evaluation will continue in blocks of 3 if adequate competition is not received.

• This acquisition is set aside 100% for Small Business.

• Offerors must have an active registration in the System for Award Management (SAM) at www.sam.gov at the time of quote submission.

• The solicitation number is FA480326Q0059.

• The North American Industry Classification Standard (NAICS) code is 561621, with a size standard of $25,000,000.00.

• The document includes numerous FAR and DFARS clauses incorporated by reference and in full text, covering topics such as payment instructions, contract administration, and special requirements for government installations.

• An attachment titled "Attachment 1- Statement of Work" is referenced.

Statement of Work (SOW)

To replace existing Wrong Way Detection System sensors at designated Access Control Points (ACPs) at Shaw AFB.

• Remove existing detection sensors and dispose of them.

• Install upgraded, Commercial Off-The-Shelf (COTS) replacement sensors compatible with the current system.

• Retain all existing infrastructure, including conduit, wiring, mounting locations, control systems, and annunciation interfaces.

• The system must continue to detect wrong-way entry (vehicle, pedestrian, or bicycle) and transmit signals to the existing control system for alerts.

• This effort excludes system redesign, construction, excavation, or installation of new infrastructure.

• Maintain current operational capability for detection and alerting.

• Functional testing to verify proper system operation.

• Installation in accordance with manufacturer specifications.

• Ensure no damage to existing infrastructure.

• Maintain a clean and safe work environment.

• Restore all work areas upon completion.

• Period: 60 days After Receipt of Order.

• Location: Main Gate, 441 Gate, and Sumter Gate at Shaw AFB.

• Hours of Operation: Monday through Friday, 0730–1630, excluding Federal holidays.

• Ensure compatibility with existing control systems and annunciation equipment.

• Integrate replacement sensors without modification to infrastructure.

• Comply with applicable standards for equipment installation and electrical safety (NEC, NESC, manufacturer requirements).

• Coordinate site access and any required system interruptions with the Government.

• Minimize disruption to gate operations.

• Manufacturer cut sheets for installed equipment.

• Basic system operation instructions.

• Warranty documentation.

• Minimum one (1) year warranty on all materials and workmanship.

• No trenching, excavation, or digging.

• No installation of new conduit or infrastructure.

• No system redesign or engineering modification.

• Work limited to replacement and integration of existing components.

Statement of Work (SOW) / Performance Work Statement (PWS)

To replace existing Wrong Way Detection System sensors at designated Access Control Points (ACPs) at Shaw AFB.

• Remove existing detection sensors and install upgraded, compatible replacement sensors.

• Retain all existing infrastructure, including conduit, wiring, mounting locations, control systems, and annunciation interfaces.

• The effort does not include system redesign, construction, excavation, or installation of new infrastructure.

• The system must continue to detect wrong-way entry (vehicle, pedestrian, or bicycle) and transmit signals to the existing control system for alerts.

• Provide labor, materials, tools, and equipment for sensor replacement.

• Install replacement sensors using existing infrastructure.

• Ensure compatibility with existing control systems and annunciation equipment.

• Integrate replacement sensors without modification to infrastructure.

• Perform functional testing.

• Provide manufacturer documentation and basic system operation guidance.

• Replacement sensors must be Commercial Off-The-Shelf (COTS).

• Maintain current operational capability for wrong-way entry detection, transmission of signals, and activation of audible/visual alerts.

• Integration with Android Team Awareness Kit (ATAK) may be supported but is not required.

• Work to be performed at Main Gate, 441 Gate, and Sumter Gate at Shaw AFB.

• Normal working hours: Monday through Friday, 0730–1630, excluding Federal holidays.

• Period of Performance to be determined by Contracting.

• Install all equipment per manufacturer specifications.

• Ensure no damage to existing infrastructure.

• Maintain a clean and safe work environment.

• Restore all work areas upon completion.

• Acceptance based on successful installation, verified system functionality, and completion of required documentation.

• Comply with applicable standards for equipment installation and electrical safety (NEC, NESC, manufacturer requirements).

• Coordinate site access and any system interruptions with the Government.

• Minimize disruption to gate operations.

• Provide a minimum one (1) year warranty on all materials and workmanship.

• Constraints: No trenching, excavation, digging, new conduit/infrastructure installation, or system redesign/engineering modification. Work is limited to replacement and integration of existing components.
