Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for replacing a sidewalk at the USDA-ARS Western Regional Research Center (WRRC) in Albany, CA.

• The contractor shall provide all professional services, management, supervision, labor, equipment, and tools necessary to replace a sidewalk that was removed during a previous construction project.

• The work involves installing a new sidewalk/pathway along the west side of the WRRC main building.

• This includes determining minimum requirements to satisfy ADA compliance, performing necessary landscaping, framing, pouring concrete, and construction.

• There are two sections of missing sidewalk, each approximately 20 feet long, with a notable nineteen-inch rise near the middle due to previous steam pipe tunnel construction.

• All construction must comply with applicable federal, state, and local code requirements, current industry standards (EPA, ASTM, GSA, AASHTO), and health and safety codes, including ADA requirements.

• Work must meet pertinent Unified Facilities Guide Specifications (UFGS) and ARS 242.1M standards.

• The project falls under the DAVIS BACON Wage Act.

• Place of Performance: USDA-ARS Western Regional Research Service, 800 Buchanan Street, Albany, CA, 94710.

• Contract Time: 90 calendar days from Notice to Proceed.

• The contractor is responsible for obtaining all necessary permits, licenses, and inspections.

• A site visit prior to bidding is strongly encouraged to understand existing conditions and scope.

• The contractor must provide a Site Specific Safety Plan (SSSP) or Accident Prevention Plan (APP) for approval before construction.

• Submittals of manufacturer's literature/shop drawings are required for review by the Contracting Officer Representative (COR).

• A one-year warranty on workmanship is required, along with any extended equipment/product warranties.

• The contractor is responsible for cleanup, disposal of old equipment, and restoration of disturbed areas.
