Sources Sought Notice

The Department of Veterans Affairs (VA), Network Contracting Office 20 (NCO 20), is conducting market research to identify potential contractors capable of providing Medical Gases, Fills, and Oxygen Cylinder Rentals to VA medical facilities and clinics within the Western States Network Consortium (WSNC). The WSNC encompasses VISN's 17, 19, 20, 21, and 22 across multiple states.

Interested parties must submit a capabilities statement including:

• Business name, address, POC, phone, and email.
• Business size designation (NAICS 325120), type, and SAM Unique Identifier.
• Past performance on similar requirements or a plan to meet the attached Requirement Description.
• Details on compliance with the Non-Manufacturer Rule (NMR), including employee count, primary business activity (retail/wholesale), ownership of items, supply of end products from US small businesses, and manufacturer authorization.
• Place of manufacture for proposed products.
• Identification of service locations; vendors must be capable of servicing at least one entire VISN.

Vendors are encouraged to provide feedback on the attached Draft Requirement Description.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide safe, reliable, and compliant outsourced Medical Gases, Fills, and Oxygen Cylinder Rentals to ensure uninterrupted patient care for all VA Healthcare facilities within the Western States Network Consortium (WSNC), encompassing five Veterans Integrated System Networks (VISNs) and their respective facilities and clinics.

• Provision of medical gases and oxygen cylinders.

• Contractor responsible for providing, filling, transporting, handling, servicing, maintaining, delivering, picking up, and storing medical gases and cylinders for all facilities.

• Contractor must provide an online, customer-facing web application for ordering, tracking, and accessing documents.

• Medical gases must meet or exceed USP standards.

• Cylinders must comply with FDA, CGA, DOT, and other relevant federal, state, and local regulations.

• Specific requirements for E-Sized oxygen cylinders, including material, handle, regulator, DISS fitting, MRI compatibility, contents gauge, and single-stage valves.

• Contractor is responsible for all transportation charges for empty and filled cylinders.

• Cylinders must be clean, free from dirt/rust, and in acceptable condition.

• Contractor must provide Material Safety Data Sheets (MSDS) within 24 hours of request.

• Contractor must provide training to VA staff on safe operation of medical gas cylinders.

• Monthly rental charges for contractor-provided cylinders are based on inventory.

• Annual cylinder inventory audits will be conducted.

• Contractor must provide quarterly reports on utilization rates.
