This document is a Request for Quotation (RFQ) from the U.S. Fish and Wildlife Service (FWS) for the renewal of an annual subscription to a core collection of proprietary scientific journal content from SpringerNature. The service is to be provided to the National Conservation Training Center (NCTC) in Shepherdstown, West Virginia.

• Renewal of an annual subscription to SpringerNature scientific journals.

• The subscription covers a "Base Year" and four "Option Years."

• Period of Performance: February 25, 2026, to February 24, 2031 (5 years total).

• Delivery: FOB Destination.

• Quotations must be submitted to the issuing office (Block 5a) by close of business on February 18, 2026, 1700 EST.

• The RFQ references an attached Statement of Work (SOW) for additional details.

• Standard Form 18 (Rev. 6/1995) is the primary form for quotation submission.

• This RFQ is not marked as a Small Business Set-Aside.

• Bidders unable to quote are requested to indicate so and return the form.

• The government is not committed to paying costs incurred in quotation preparation.

• Any representations and/or certifications attached to the RFQ must be completed by the quoter.

This Request for Quotation (RFQ) is for the renewal of an annual subscription to a core collection of proprietary scientific journal content from SpringerNature for the U.S. Fish and Wildlife Service National Conservation Training Center (NCTC) in Shepherdstown, West Virginia. The subscription is for natural science journals curated for the USFWS and requested by its field offices.

• Annual subscription to a core collection of 19 specific scientific journals (listed in the SOW) focusing on ecology, plant sciences, toxicology, ichthyology, wetland conservation, and other natural and environmental sciences.

• The journals must be delivered via a web-based interface allowing for easy searching.

• The subscription must integrate with the OCLC's Collection Manager to support integration with the USFWS Library's catalog powered by WorldShare Management Services.

• The service must provide uninterrupted online access.

• Technical solutions to technical problems must be addressed within 24 hours of request for assistance.

• Online services must function independently, and third-party vendor purchases will be integrated seamlessly into the FWS catalog.

• Error-free integration of library subscriptions into the catalog.

• Contract Type: Firm-fixed price contract.

• Period of Performance: February 25, 2026, to February 24, 2031 (Base Year plus four option years).

• Questions due: Wednesday, February 11, 2026, at 12:00 PM EST.

• Quotes due: Wednesday, February 18, 2026, at 5:00 PM EST, submitted via email to melissa_niemi@fws.gov.

• Quote validity: At least 60 calendar days from the date specified for receipt of quotations.

• Award Basis: Lowest Price Technically Acceptable (LPTA).

• The RFQ is not marked as a Small Business Set-Aside.

• The attached Statement of Work (SOW) provides additional details.

• Pricing shall be for a base plus four (4) option year contract.
