Submission & Evaluation
Quotations must be submitted via email to melissa_niemi@ios.doi.gov. Submissions should be in two separate volumes:
- Volume I - Technical: Limited to 20 pages (excluding cover page and appendix), addressing Factor 1 (Technical understanding of the SOW) and Factor 2 (Past Performance).
- Volume II - Pricing: No page limit, addressing Factor 3 (Price). Quotes must remain valid for at least 60 days. Award will be made to the responsible vendor whose quote is most advantageous to the Government, with non-pricing factors being more important than price.
