This document is a Request for Quotation (RFQ) for the supply of WYE GATE valves to DLA Maritime – Portsmouth. It specifies two types of WYE GATE valves with detailed minimum requirements.

• Item 0001: WYE GATE, 4" x 2-1/2" x 2-1/2" with ALL NHT CONNECTIONS, ELKHART BRASS MODEL# B-97, P/N-00440404 or equal. Minimum requirements include 4" Female Swivel NST Inlet x (2) 2.5" Male NST Outlets, Positive Twist Lock Valve handles, rated to 175 PSI, Brass body/connections, and painted red with Chrome trim.

• Item 0002: WYE GATE, 2-1/2" x 1-1/2" x 1-1/2", ELKHART BRASS MODEL# B-100, P/N-00453002 or equal. Minimum requirements include 2.5" Female Swivel FNHT/FNST x (2) 1-1/2" Male MNHT/MNST, rated to 250 PSI, Brass body/connections, and painted red.

• Equivalent items must include drawings and specifications for technical evaluation.

• Shipping/Freight must be included in the Unit Price.

• FAR Part(s): 13 or 13.5

• Payment Terms: Net 30 AFTER inspection and acceptance. Discount terms to be specified.

• Inspection: Final Inspection at Destination or Origin (QA1, QA2, QA3, QA4 with varying inspection times).

• Buy American Act: DFARS provisions apply for purchases over $10,000 (Balance of Payments) and $25,000 (Free Trade Agreements).

• Availability of Funds: Funds are not presently available; Government obligation is contingent upon availability. (FAR 52.232-18, DFARS 252.232-7998).

• Evaluation Criteria: Lowest Price Technically Acceptable (LPTA).

• Responsiveness: Meeting the Government Required Delivery Date (RDD) of ASAP is critical. Offers not meeting RDD may be awarded to the soonest delivery LPTA offeror.

• SAM Registration: Offerors must be registered and active in SAM.gov.

• Required Representations: Must complete FAR 52.204-26, 252.204-7016, and potentially 52.204-24. Failure to provide may result in non-consideration.

• Supplier Performance Risk System (SPRS): Will be used in evaluation for item, price, and supplier risk.

• Set Aside: SMALL BUSINESS

• Company Information: Bidders must provide their business size (SB, LG, SDB, VOSB, WOSB, EDWOSB, SDOVSB, HUBZONE, 8a), SAM Cage Code, DUNS #, and TIN #.

• Delivery: FOB DESTINATION. Ship to Portsmouth Naval Shipyard, Receiving Officer, BLDG 170, Kittery, Maine 03904.

• Telecommunications Restrictions: Provisions 52.204-25, 52.204-24, and 252.204-7018 regarding covered telecommunications equipment/services apply. Bidders must represent their compliance.

• GSA/Price List: Indicate if the item is price listed or GSA, and provide relevant contract numbers or price lists if applicable.

This is a combined synopsis/solicitation for commercial items, prepared in accordance with FAR Part 12 and Simplified Acquisition Procedures under FAR Part 13. The Portsmouth Naval Shipyard is seeking responses from qualified sources for material information. This announcement constitutes the only solicitation; no written solicitation will be issued, and paper copies will not be available. A reverse auction may be held.

• The specific material information to be procured is detailed in the RFQ form attachment.

• Vendors must list the country of origin for each line item.

• Freight costs must be included in pricing quotes.

• Offerors must complete and include provisions 52.204-24, 52.204-26, 252.204-7016, and 252.204-7019.

• Small business joint venture offerors must submit specific representations.

• The solicitation incorporates provisions and clauses effective through FAC 2026-01 and DFARS Change Notice 20251110.

• Potential contractors will be screened for responsibility per FAR 9.104.

• Award will be made on an "All or None" basis.

• This requirement is a 100% Small Business Set-Aside.

• Quoters must be registered in the System for Award Management (SAM) database.

• If not the manufacturer, the manufacturer's name, location, and business size must be provided.

• The RFQ form attachment must be used for pricing.
