Statement of Work (SOW) / Performance Work Statement (PWS)

To provide contractor services for the installation and programming of a replacement Gulmay X-Ray controller (MP1/23 Type III) for the Non-Destructive Testing X-Ray Shielded Cabinet Enclosure system at Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF).

• Uninstall the existing MP1/19 Type II controller.

• Install and program the new MP1/23 Type III controller, ensuring it is set to the appropriate parameters of the existing system (Comet MXR-320/26, 320kVp, 13mA).

• Perform system warm-up cycles and verify operation at maximum parameters.

• Verify all safety features, including "X-RAY ON" indicators and emergency stops, are functioning correctly.

• Conduct test exposures to ensure satisfactory parameter ranges and verify voltage/amperage downstream of the controller.

• Verify controller key removal and the presence of a "CAUTION X-RAYS PRODUCED WHEN ENERGIZED" warning label.

• All work must be completed within three months after award.

• Technical assistance is required for 1 year.

• Contractor must provide a written report within five business days of service completion detailing the work performed, parts replaced, and operational/calibration test results.

• 100% delivery and compliance for installation, programming, test runs, technical support, parts provision, and reporting.

• Place of Performance: Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY&IMF), JBPHH, HI.

• Period of Performance: Work to be completed within three months after award; Technical Assistance for 1 year.

• Contractor must be an authorized manufacturer representative for Gulmay Incorporated and Comet Technologies USA Inc.

• Contractor must be a U.S. Citizen and pass a background check for access to PHNSY&IMF.

• Personnel require unescorted entry (green badge) and may require escorted access to specific areas (CNIAs, NWAs).

• Contractor must comply with all safety and environmental regulations (OSHA, ESOH, Appendices I & II).

• Contractor personnel must be clearly identified as contractor employees and not government employees.

• Work hours are Monday-Friday, 6:30 a.m. to 3:00 p.m., excluding Federal Holidays.

• Emergency repair services are required in case of unexpected controller failure, with specific response times for assessment and on-site dispatch.

• One-year technical support via email/telephone is required within 24 business hours for government requests.

• The replacement controller will be provided by PHNSY & IMF; contractor provides standard equipment, tooling, labor, and materials for installation and programming.
