Statement of Work (SOW) / Performance Work Statement (PWS)

To provide maintenance, troubleshooting, and repair services for Government-owned X-ray systems utilized at Puget Sound Naval Shipyard, ensuring optimal performance and compliance with safety requirements.

• Perform quarterly preventive maintenance, troubleshooting, and corrective maintenance on three radiography X-ray systems: one Gulmay 320 and two Comet iVario 450 systems.

• Services are to be performed at the NDT Lab Radiography Area within Puget Sound Naval Shipyard.

• The contract period of performance is 5 years from the date of award.

• Ensure peak performance and full compliance with federal, state, and manufacturer safety requirements.

• Restore full functionality following any equipment malfunction or failure.

• Specific performance objectives and thresholds are detailed in Technical Exhibit 1.

• Period of Performance: 5 years from contract award.

• Place of Performance: NDT Lab Radiography Area, Puget Sound Naval Shipyard.

• Hours of Operation: Monday-Friday, 0720-1600, excluding Federal holidays and Government facility closures.

• Personnel must be authorized manufacturer representatives (AMR) currently certified by Gulmay and Comet.

• Contractor must have a minimum of 5 years of experience in preventative maintenance and repair of industrial radiography X-ray systems.

• Contractor must be an authorized Comet and Gulmay distributor for OEM parts.

• Adherence to Lockout/Tagout (LOTO) procedures is mandatory.

• Compliance with all applicable regulatory requirements, including NRC rules for radiation safety.

• Submission of various forms and reports, including CHMI, Safety Data Sheets, and Service Reports, as detailed in Technical Exhibit 2.

• Government will provide transportation, escort services, and purchase necessary parts for repairs. Contractor is responsible for all other supplies, equipment, and services not listed as government-furnished.

Solicitation / RFP / RFQ

This document is a combined synopsis and solicitation (RFQ) for commercial items for the Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF). The government is seeking proposals for a service contract to perform quarterly maintenance and emergency response for two (2) Comet 450 kV and one (1) Gulmay 320 kV X-ray systems. These systems are used for Radiography Testing (non-destructive inspections) and require regular maintenance to ensure proper function and personnel safety.
