Scope of Work

The VA requires medical/clinical space, not to exceed 12,332 rentable square feet (RSF), with 45 parking spaces (or 5 per 1,000 RSF, whichever is greater), including accessible spaces, for exclusive VA use. The lease term is 15 years (5 years firm, 10 years soft). The property must be located within the city limits of Portsmouth, NH, or Newington, NH, and outside the 100-year flood plain. Key requirements include:

• Accessibility: Handicapped accessible, ADA compliant, meeting VA Barrier Free Design Standards and Architectural Barriers Act Accessibility Standards (ABAAS).
• Building Features: Space must be on one contiguous floor, with automatic entrance doors. If not on the ground floor, a minimum of two elevators are required. The building must have metro-ethernet data and voice communication circuits.
• Prohibited Locations: Space cannot be near incompatible uses (e.g., liquor stores, correctional facilities, firearm businesses), within flight paths causing disturbance, in industrial/agricultural areas with chemical spraying, or in buildings with residential units.

Submission Requirements

Interested parties must submit expressions of interest via email to Melinda.Sanderson@va.gov with the subject line "Sources Sought 36C24126Q0308". Submissions must include:

• Offeror's information (company name, address, DUNS, POC, phone, email).
• Address and location of the building, evidence of ownership or authority to submit.
• Map demonstrating location within the delineated area, ingress/egress description, and FEMA map.
• Building details (age, gross SF, site/floor plans, proposed gross SF, annual serviced rent cost).
• Identification of on-site parking, description of necessary property changes for VA use, zoning, adjacent uses, utility availability, and seismic compliance documentation.
• Capabilities Statement: SDVOSB, VOSB, and small businesses are invited to submit a Capabilities Statement detailing experience with similar projects (3 projects in past 5 years, 3-page limit), bonding capacity ($100,000 bid bond, payment/performance bonds), and financing capability. SDVOSB/VOSB firms must be registered in VA's Vendor Information Pages (VIP).

Eligibility / Set-Aside

The VA is conducting market research to identify capable resources from Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), and Open Market Sources. This research will help determine if the acquisition should be set-aside for SDVOSB or VOSB concerns.
