Quick Summary

The U.S. Department of Veterans Affairs (VA) is seeking Expressions of Interest (EOI) for an Outpatient Clinic Lease in Spartanburg, SC. This is a market research effort to identify potential sources for approximately 61,000 American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) Occupant Area Square Feet (ABOA SF), not to exceed 68,320 Rentable Square Feet (RSF), of space. The estimated construction/buildout magnitude is between $20,000,000 and $50,000,000. The VA will consider existing buildings or land for new build-to-suit construction. Responses are due March 10, 2026, at 4:00 PM EST.

Scope of Requirement

The VA requires space for an Outpatient Clinic, including 400 parking spaces, within a specifically delineated area in Spartanburg, SC. The lease term will be up to twenty (20) years firm. Key space requirements include:

  • Contiguous, ground-floor space, not bifurcated.
  • No atriums, irregular shapes, or extremely long/narrow configurations.
  • Not in a FEMA 1-percent-annual-chance floodplain.
  • Zoned for VA's intended use or proof of zoning capability.
  • No apartment or living quarters in the same building.
  • Required loading dock/area for truck deliveries; no structured parking under the space.
  • Compatible with VA's intended use, not near heavy industrial or incompatible uses (e.g., correctional facilities, railroad tracks, noisy flight paths).
  • Close proximity to amenities (restaurants, pharmacies, shopping) and public transportation.

Contract Details & Set-Aside

This is a Sources Sought notice, not a solicitation. The NAICS Code is 531120 (Lessors of Nonresidential Buildings). Interested SDVOSB/VOSB firms must be registered in SBA's VetCert. Joint Ventures (JV) must meet specific requirements, including proper provisions in their JV Agreement and SAM registration. VA makes monthly rental payments in arrears and does not provide progress payments during design or construction.

Submission Requirements & Timeline

All EOI submissions must be sent via email by March 10, 2026, at 4:00 PM EST to Anntwinette Dupree-Hart (anntwinette.dupree-hart@va.gov) and Michael Hayes (michael.hayes2@va.gov), with a copy to Tim Mazzucca (tmazzucca@ppwashdc.com) and Brad Seifert (bseifert@ppwashdc.com).
