Scope of Requirements
- Space Size: Approximately 33,700 ABOA SF / not to exceed 37,912 RSF.
- Parking: 200 parking spaces required.
- Lease Term: Up to twenty (20) years firm term.
- Location: Must be within a specific delineated area in Fort Wayne, IN, not in a FEMA 100-year flood plain, and zoned for VA's intended use. Proximity to amenities, public transportation, and major routes is desired.
- Configuration: No more than two (2) contiguous floors; space on each floor must be contiguous; bifurcated sites are not permissible.
- Building Features: No apartment or living quarters in the same building; requires a loading dock/area; freight elevator required if loading area is not on the same level; parking lot must accommodate truck deliveries; structured parking under the space is not permissible.
- Estimated Construction/Buildout: Between $20,000,000 and $50,000,000.
Submission Requirements
Interested parties must submit comprehensive information including property owner/representative contact details, evidence of authority, building/land address, location map, ingress/egress description, adjacent property uses, FEMA map, compliance evidence (seismic, ABBAS, fire/life safety, sustainability), public transportation narrative, site plan, floor plan, utility availability, and environmental/cultural studies. Submissions are to be sent via email to the specified contacts.
Set-Aside Information
The VA will consider setting aside this acquisition for Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) concerns under NAICS Code 531120 (Lessors of Nonresidential Buildings (except Miniwarehouses)). SDVOSB/VOSB firms must be certified through SBA's VetCert. Joint Ventures must provide specific documentation. All respondents must demonstrate technical skills and financial capabilities.
