The Department of Veterans Affairs (VA) is conducting market research (Sources Sought/RFI) to identify capable firms for a new lease relocation and design-build of a Community Based Outpatient Clinic (CBOC) in Carmel, NY. The VA seeks approximately 6,500 Net Usable Square Feet (NUSF) for a 10-year modified gross lease. Responses are due January 29, 2026.

Scope of Work

The Lessor will be responsible for procuring an Architect/Engineer (A/E) to perform a design-build for the clinic space. The design and construction must comply with the most stringent of NYS Building Code, NFPA 101 Life Safety Code, NEC, local codes, and VA specifications. The A/E will incorporate a VA-provided preliminary layout, submitting 35%, 65%, and 100% design drawings and material submittals for VA approval.

The space build-out includes, but is not limited to:

  • Clinical & Administrative Areas: Reception, waiting area (min. 20 patients), staff room with kitchenette, ADA restrooms, optometry and visual fields rooms, medical/office supplies storage, phlebotomy lab suite, conference room, medical offices, data/phone room, hazardous material storage, copy room, janitorial closet, medical exam rooms, women's health suites, dirty/clean rooms (with specific air pressures), wheelchair storage, patient education, telehealth rooms, and touchdown/swing offices.
  • Architectural Requirements: Covered patient drop-off, handicap accessibility, "healing" environment design, minimum 30 parking spaces (reserved as "RESERVED"), street and building facade signage, interior directional signage, automatic door operators, soundproofing (R-21 walls, soundproof ceiling tiles), laminated security windows with built-in shades, solid core doors (self-closing/latching for specific rooms), ADA/NFPA 101 compliant hardware, and specific flooring (SVT with cove base).
  • Electrical & Data: Minimum 12-gauge wire, 20-amp circuits, emergency lighting (lab, podiatry, windowless rooms), hardwired nurse call system, dedicated CAT6 runs (min. 3 per room, shielded for WiFi), 3-port data outlets, dedicated outlets for specific equipment (Pyxis, shredder, staff lounge), and hospital-grade 20-amp circuits. Data/phone room requires dedicated AC, fire-rated construction, and specific cabling infrastructure.
  • Plumbing & HVAC: Low-flow fixtures, ADA compliant restrooms, chilled water bottling stations, floor-mounted mop sink in janitorial, individually controlled thermostats with VAV for occupied spaces, ducted supply/exhaust/return, and positive/negative air pressures for clean/dirty rooms.
  • Fire & Security: Fully sprinklered (NFPA 13), fire alarm tied to HVAC, recessed fire extinguisher cabinets. Burglar alarm (entry/exit, broken glass), duress-panic alarm at reception, CCTV for exterior doors and main lobby, and secured mailbox.
