This is a Request for Quote (RFQ) for the VA Federal Coordination Center (FCC) Medical Cache Maintenance, Storage, Setup, and Transportation services for the Eastern Colorado Healthcare System (ECHCS). This combined synopsis/solicitation is prepared in accordance with FAR Part 12.

• Maintenance, storage, setup, and transportation of the FCC Medical Cache.

• Services include storage of government property, FCC functional exercise and training support staffing, and mobilization of the medical cache (including semi-trailer and mileage).

• The contract will be for a base year plus four option years.

• Contract Type: Firm-fixed price.

• Period of Performance: Base year (July 26, 2026 - July 25, 2027) with four option years.

• Place of Performance: VA Eastern Colorado Health Care System, Rocky Mountain Regional VAMC, Aurora, CO.

• Question Deadline: March 30, 2026, 12:00 PM MT.

• Quote Submission Deadline: April 03, 2026, 12:00 PM MT.

• Submission Method: Email only to thaddeus.gray@va.gov (4MB email limit). Faxed or hand-carried quotes will not be accepted.

• Evaluation Factors: Technical capability/quality, Price, and Past Performance.

• Award will be made on an "All or Nothing" basis.

• This solicitation is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB).

• SDVOSB status must be verified in the SBA Small Business Certification (SBS) database at the time of quote submission and award.

• NAICS Code: 624230 (Commercial and Industrial Machinery and Equipment Repair and Maintenance) with a business size standard of $41.5 Million.

• Offers must be submitted in four volumes: Technical Capability, Price, Past Performance, and VAAR 852.219-75 Certificate of Compliance.

• The government reserves the right to make no award.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for the maintenance, storage, setup, and transportation of the VA Federal Coordination Center (FCC) Medical Cache and the Eastern Colorado Health Care System (ECHCS) Emergency Cache.

• FCC Medical Cache: Store and maintain all items within the FCC medical cache for Emergency Response to the FCC Patient Reception Site (PRS). This includes providing storage for all FCC cache items and the staffing/transportation for movement to and from the FCC PRS. The contractor will also provide staffing for FCC PRS area setup.
• ECHCS Emergency Cache: The contractor will provide space to store non-FCC medical equipment that does not require maintenance.

The ECHCS is the host Federal Agency for the National Disaster Medical System (NDMS), which is activated during federally declared emergencies to coordinate medical care for evacuees. ECHCS coordinates Federal Disaster Response Emergencies and Exercises for the region.

One base year with four subsequent option years:

• Base Year: July 26, 2026 – July 25, 2027
• Option Year 1: July 26, 2027 – July 25, 2028
• Option Year 2: July 26, 2028 – July 25, 2029
• Option Year 3: July 26, 2029 – July 25, 2030
• Option Year 4: July 26, 2030 – July 25, 2031

Firm-Fixed-Price contract.

• Storage: 2,000 sq ft of climate-controlled storage space (64-78°F) within a 25-mile radius of Denver International Airport, with secure monitoring and rapid government access.

• Cache Maintenance: Battery rotation, conditioning, and inventory management.

• Delivery & Setup: Delivery within 72 hours for alert and 2 hours for activation to a location within the ECHCS catchment area (44,000 sq miles). Assistance with setup, staging, and deployment at the FCC PRS.

• Functional Exercises: Participation in at least one functional exercise per year, including transport and setup of the FCC Cache.

• Digital Inventory Management: Provide a secure website for access to the cache inventory management system.

• Training Assistance: Assist VA Emergency Management with training.

• Post-Activation Reporting: Inform ECHCS of equipment requiring replacement.

• Experience: Minimum of three years of experience in storage and maintenance of medical cache.

• Staff Training: Contractor staff must have medical equipment training.

• Normal Hours: Monday through Friday, 8:00 a.m. to 5:00 p.m., excluding federal holidays.

• Emergency Hours: Cache prepared for transport within 2 hours of VA-PRT notification during FCC PRT activation.

The contractor is responsible for any GFP provided for storage.
