Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for the maintenance, storage, setup, and transportation of the VA Federal Coordination Center (FCC) Medical Cache and Eastern Colorado Health Care System (ECHCS) Emergency Cache.

• Provide storage and maintenance for all items within the FCC medical cache, ensuring availability for emergency response.

• Supply staffing and transportation for moving FCC cache items to and from the FCC Patient Reception Site (PRS).

• Provide staffing for the setup of the FCC PRS area.

• Store non-FCC medical equipment that does not require maintenance.

• The period of performance is structured as one base year (July 26, 2026 – July 25, 2027) with four subsequent option years.

• Storage space of 2,000 sq ft is required within a 25-mile radius of Denver International Airport.

• Storage and Maintenance: FCC cache must be functional within one month of contract approval. Storage must be climate-controlled (64-78°F) and secure. Regular maintenance includes battery rotation and conditioning, and inventory management.

• Delivery and Setup: Delivery within 72 hours for alert and within 2 hours for activation to locations within the ECHCS catchment area (44,000 sq miles). Assistance with setup, staging, and deployment of FCC cache items at PRS is required for real-world and training scenarios.

• Functional Exercise Participation: Contractor must participate in at least one functional exercise per year, including transport and setup of the FCC Cache.

• Digital Inventory Management: Provide a secure website for access to the cache inventory management system.

• Training Assistance: Assist VA Emergency Management with training during exercises and activations.

• Post-Activation Reporting: Inform ECHCS of equipment requiring replacement after activations and exercises.

• Experience: Minimum of three years of experience in storage and maintenance of medical cache.

• Staff Training: Contractor staff must have medical equipment training.

• Contract Type: Firm-Fixed-Price contract.

• Hours of Coverage: Normal hours are Monday through Friday, 8:00 a.m. to 5:00 p.m., excluding federal holidays. Emergency hours require cache preparation for transport within 2 hours of VA-PRT notification.

• Government Furnished Property (GFP): The contractor is responsible for any GFP provided for storage.
