This solicitation is for secure, climate-controlled off-site and/or on-site storage facilities to support medical, administrative, logistics, and emergency preparedness operations for the Department of Veterans Affairs, Overton Brooks VA Medical Center (OBVAMC). The storage capacity is required to manage overflow inventory, supplies, equipment staging, home and bed kits, mattresses, tents with poles, and housing support materials and equipment.

• Provide six (6) storage units to store Mattresses, Home and Bed Kits, Tents with Poles, and Veterans equipment and supplies.

• Specific unit configurations and locations required:

  • Three (3) units within 20 miles of the main facility in Bossier City, LA (two 10x25 units, one 10x20 unit).
  • One (1) 10x25 unit within 20 miles of CBOC Monroe, LA.
  • One (1) 10x25 unit within 20 miles of CBOC Longview, TX.
  • One (1) 10x25 unit within 20 miles of CBOC Texarkana, TX.

• Facility Requirements: Clean, dry, structurally sound space; temperature maintained between 60°F–80°F; humidity below 60%; ADA-compliant access; adequate lighting; covered loading/unloading areas; clearly marked Government-dedicated space.

• Security Requirements: 24/7 monitored security system, surveillance cameras, controlled access, intrusion alarm, and immediate breach notification.

• Fire Protection & Safety: Operational fire suppression, smoke detection, and compliance with NFPA standards.

• Access Requirements: Government access during normal business hours and emergency after-hours access capability.

• Inventory & Handling Support (if required): Electronic inventory tracking, receiving/release documentation, chain-of-custody, and damage notification within 24 hours.

• Contract Type: Firm-Fixed-Price.

• Period of Performance: Base Year (12 months) from 06/01/2026 to 05/31/2027, with four (4) 12-month option periods.

• Basis of Award: Lowest evaluated price of proposals meeting or exceeding acceptability standards. Technical capabilities will be evaluated first, followed by price. Past performance will be considered for responsibility determination only.

• This solicitation is 100% set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs).

• Offerors must submit signed SF1449, completed Price Schedule, and a signed certificate as required by VAAR 852.219-75.

• Past performance examples (max 3) within the last 5 years are required.
