Solicitation / RFP / RFQ

This document is a Request for Quotation (RFQ) for the "XHT Test Tile for Shock Testing." The XHT Test Tile is intended for shock testing on a specific class of submarines. While XHT tiles are currently used during new construction, this procurement aims to provide a maintenance tile for in-service boats. A slightly thicker tile is needed for maintenance yards compared to those used in new construction.

• The supplies must be packaged in accordance with ASTM-D-3951-18, Standard Practice for Commercial Packing.

• Prohibited packing materials include asbestos, excelsior, newspaper, shredded paper, and yellow wrapping or packaging material (except for radioactive material containment). Loose fill polystyrene is prohibited for shipboard use.

• Pricing Arrangement: Firm Fixed Price for all items.

• Delivery Date: All items are due by September 30, 2026.

• Inspection and Acceptance Location: NSWC Philadelphia Division, 1601 Langley Ave Building 542, Philadelphia, PA 19112. Contact Paul Lampazzi upon delivery.

• FOB: Destination.

• Questions Deadline: June 9, 2026.

• Submission Method: Electronic submission via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module (PSM).

• Evaluation: Quotes will be initially assessed for price. The lowest priced quote will then be evaluated for technical acceptability. Award will be made to the lowest priced technically acceptable quote. The Navy reserves the right to evaluate additional higher-priced quoters if necessary.

• FOB Basis: Offers submitted on an FOB basis other than specified in Section F will be rejected.

• This RFQ is not a small business set-aside.

• The document includes numerous DFARS and FAR clauses related to contract administration, payment, invoicing, representations, certifications, and special contract requirements. Key clauses include those related to electronic submission of payment requests (WAWF), item unique identification, organizational conflict of interest, and packaging/marking.
