Evaluation
Quotes will be initially assessed for price. The lowest priced quote will then undergo evaluation for technical acceptability. Award will be made to the lowest priced technically acceptable (LPTA) quote. The Navy reserves the right to evaluate additional higher-priced quoters if necessary.
Submission Requirements
- Submission Method: Electronic submission via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module (PSM).
- Packaging: Supplies must be packaged in accordance with ASTM-D-3951-18. Prohibited packing materials include asbestos, excelsior, newspaper, shredded paper, yellow wrapping/packaging material (except for radioactive material), and loose fill polystyrene for shipboard use.
- FOB Basis: Offers submitted on an FOB basis other than specified in Section F will be rejected.
