Quick Summary

The Department of the Interior (DOI), specifically the US Fish and Wildlife Service (FWS, GAOA), has issued a Sources Sought Notice for a potential Multiple-Award Task Order Contract (MATOC) for Construction Services. This market research aims to identify qualified firms for a broad range of construction, repair, renovation, and modernization projects across the continental US and Hawaii. Responses are due March 19, 2026, at 5:00 pm PST.

Purpose

This notice is for market research only, seeking to identify qualified and interested sources for a potential DOI-wide Construction Services Indefinite-Delivery, Indefinite-Quantity (IDIQ) MATOC. It is not a request for proposals, and no contract will be awarded from this notice. This effort is a re-compete of a previous MATOC expiring in December 2026.

Scope of Work

The anticipated MATOC will cover new construction, repair, renovation, alteration, and maintenance across diverse facility types and site conditions. Work will be performed under individual task orders within seven defined geographic zones. Key work categories include:

  • Civil & Landscape: Heavy civil work, water-related structures, exterior improvements (e.g., bridges, roads, drainage, marine construction, hazardous material remediation).
  • Mechanical & Electrical: Building systems and utilities (e.g., HVAC, plumbing, electrical wiring, fire suppression, security systems).
  • Building: Construction, repair, and renovation of buildings (e.g., new construction, roofing, interior finishes, historic preservation). Contractors must maintain a staffed business office physically located within each zone for which they seek an award.

Contract Details

  • Vehicle: Multiple Award Task Order Contract (MATOC), Indefinite Delivery/Indefinite-Quantity (IDIQ).
  • Anticipated Term: 10 years (5-year base + 5-year option).
  • Anticipated Type: Firm Fixed Price.
  • Anticipated Awards: Approximately ten (10) contractors are intended to be selected for each of the seven (7) geographic zones.
  • Set-Aside: Not specified for the overall MATOC at this Sources Sought stage. However, Indian Small Business Economic Enterprises (ISBEEs) will have a separate pool for set-aside opportunities within zones and work categories for certain agencies under the future MATOC.

Submission Requirements & Deadlines

  • Response Due: March 19, 2026, 5:00 pm PST.
  • Required Submission: Interested firms should submit a capability statement (PDF, max 10 pages) including company profile, relevant experience, capacity, technical capabilities, geographic coverage, and adherence to Davis-Bacon and Buy American requirements. The Vendor Response Form provided by the Government must also be completed and submitted.
  • Contact: For inquiries, email DOI_Construction_MATOC@ios.doi.gov.
