• Mounting Ring Corrosion / Field Welding Repair: The Statement of Work has been amended to include all required metal fabrication and welding repairs for the flagpole base. Offerors must include these repairs in their base bid. Section 3.6 has been updated to outline these requirements.
• Directional Boring for Electrical Conduit: The National Park Service has no objection to using directional boring for the entire electrical run. A utility locate is still required to avoid conflicts with existing utilities.
• Lead Abatement Containment Concerns: Engineered containment systems and SSPC/AMPP QP1/QP2 certifications are not required for this scope of work. The flagpole can be lowered to a working height of approximately five feet, reducing particulate risk. The SOW already includes limitations on surface preparation (SSPC-SP2 and SP3), dust-controlled methods, and waste collection compliant with OSHA 29 CFR 1926.62. Contractors must still comply with all applicable regulations and implement controls to prevent environmental contamination.

Statement of Work (SOW)

To improve the functionality and visual integration of the flagpole area at Fort Frederica National Monument (FOFR) while maintaining compatibility with the historic character of the Visitor Center setting. This includes addressing deteriorated flagpole coating, limited nighttime visibility, aging pedestrian surfaces, and a lack of coordinated site furnishings.

The contractor will be responsible for all labor, materials, and equipment to complete the following at the FOFR flagpole area:

• Surface preparation and full coating rehabilitation of the existing steel flagpole, including lead-based paint compliance.

• Installation of new underground electrical service from the Visitor Center to the flagpole area.

• Installation of lighting, transformer, controls, and associated conduit systems.

• Construction of new concrete walkway sections with a "Faux Tabby Finish" (oyster shell broadcast over concrete).

• Construction of a framed and brick-clad architectural pedestal around the existing flagpole footing.

• Furnishing and installation of two exterior benches.

• Rehabilitation of the flagpole retaining collar and counterweight base flat bars.

• Lead-based paint preparation and handling must comply with OSHA 29 CFR 1926.62 and EPA RRP Rule.

• Surface preparation for coating must achieve SSPC-SP 2 and SSPC-SP 3 standards.

• Coating system must achieve a total Dry Film Thickness (DFT) between 8 and 12 mils.

• Concrete must have a minimum compressive strength of 4,000 psi.

• Brick veneer construction must adhere to specific standards for modular brick and mortar joints.

Amendment / Modification

This amendment (0001) to solicitation 140P5426R0008 makes the following changes:

• Incorporates the "Questions and Responses Fort Frederica National Monument Flagpole Enhancement" document, which includes answers to vendor inquiries submitted prior to April 21, 2026.

• Incorporates an updated "Statement of Work (SOW) v2," which includes revisions highlighted by the Government related to welding/metal fabrication scope and clarifications. This SOW v2 replaces the previous SOW in its entirety.

• Extends the solicitation due date from May 8, 2026, to May 15, 2026, at 5:00 PM Eastern Time.

• Section L (Proposal Submission Deadline) is revised to reflect the new due date.

• The previous Statement of Work is replaced by SOW v2.

• The proposal submission deadline has been extended to May 15, 2026, at 5:00 PM ET.

• Offerors must acknowledge receipt of this amendment by completing Block 19 of the SF30 or by returning a signed copy with their proposal. Failure to do so may result in a nonresponsive proposal.

• The period of performance remains 06/01/2026 to 05/31/2027.
