Eligibility & Submission

• Exclusions: Offerors must not have any active exclusions (e.g., delinquent federal debt or debarment).
• Proposal Requirements: Submission will require a technical proposal, price proposal, and past performance documentation, including similar job history.
• Evaluation: Award will be made to the responsible offeror whose offer provides the best value to the Government, considering price and other factors.
