Statement of Work (SOW) / Performance Work Statement (PWS)

To demolish and replace three deteriorated concrete boat ramps at Kirwin National Wildlife Refuge to improve public safety, enhance protection of refuge and visitor property, and reduce long-term maintenance costs. The new ramps will accommodate modern vehicles and trailers, support increased loads, and comply with current design standards.

• Demolish and replace the North Shore and South Shore concrete boat ramps.

• Demolish existing concrete boat docks (bulkheads) at both North and South Shore locations.

• Extend, reinforce, and potentially move existing wave breaks (breakwaters).

• Construct two double-lane concrete boat ramps, each 20 ft wide, with a median for a boat dock. Ramps will be 6 inches thick, reinforced with #4 epoxy-coated rebar, and have a non-skid V-groove finish.

• Install a vertical curve at the top of each ramp for a smooth transition.

• Dredge accumulated sediments from in-water portions and maneuvering areas.

• Ramps must support at least AASHTO HS-20 live loads.

• Subgrade compaction to a minimum of 95% of maximum dry density (ASTM D 1557 – Modified Proctor).

• Aggregate base compaction to a minimum of 95% of maximum dry density (ASTM D 1557 – Modified Proctor).

• Ramp slope: 4-12% at the top, preferred 14% overall.

• Concrete strength: 4,000 psi minimum compressive strength.

• Environmental compliance with federal, state, and local regulations, including the Clean Water Act.

• Adherence to OSHA standards.

• Quality Control maintained per industry standards.

• Labor warranty for products and equipment for at least one year.

• Project completion within 60 days of the notice to proceed.

• Location: Kirwin National Wildlife Refuge, 702 E Xavier Rd, Kirwin, KS 67644.

• Site assessment prior to fieldwork.

• Mobilization and site access planning, including designated staging areas and construction signage.

• Water control and isolation methods (e.g., coffer dams, sheet piling) to manage work at the water interface.

• Soil erosion and sediment control, including perimeter turbidity curtains.

• Construction of a washout collection area for concrete trucks.

• Environmental protection measures to prevent uncured concrete or runoff from entering the water.

• Demolition debris disposal in compliance with regulations; concrete from demolished ramps to be used as riprap on-site.

• Site cleanup and restoration to original condition.

• Availability for emergency work outside normal duty hours (Monday-Friday, 8:00 a.m. - 4:00 p.m.).

• Government reserves the right to inspect all work phases.
