Sources Sought Notice

This notice is issued by the Bureau of Land Management (BLM) for market research purposes to gather information about interested businesses (large and small) for potential day-use site improvements at the Gila Box Riparian National Conservation Area in Safford, Arizona. This is not a request for proposals.

The project involves labor, materials, equipment, and supervision for improvements at several day-use sites, including:

• Serna Cabin: Repairs/replacement of perimeter steel railing, information kiosk, picnic tables, and camp grills.
• Dry Canyon Boat Take-Out: Repairs to site trail, dirt road, parking areas, new railing, replacement of informational kiosk, and construction of a new trail.
• Old Safford Bridge Picnic Area: Repairs to dirt road and parking area, removal/replacement of tables and grills.
• Spring Canyon Picnic Area: Repairs to site trail, dirt road, parking area, replacement of railing, removal/replacement of shade structure, concrete picnic tables, and steel camp grills, and installation of a second shade structure.
• West Entrance Overlook: Replacement of a weathered information kiosk.

• Small Business Size Standard: $45M
• Anticipated Solicitation Issuance: February-March 2026
• Bonding Requirements: Bid, performance, and payment bonds are anticipated.
• Magnitude of Construction: Estimated between $500,000 and $1,000,000.
• Anticipated Period of Performance: 240 calendar days after notice to proceed.

Interested businesses should submit the following:

1. Company name, DUNS, SAM UEI, address, POC, phone, email.
2. Business classification (large/small) and relevant socioeconomic classifications (HUBZone, SDVOSB, WOSB, EDWOSB, 8(a), etc.).
3. Statement of bonding capacity (letters not required at this time).
4. Information demonstrating experience on similar projects.
5. Optional: Marketing materials (capability statements, brochures).
