Quick Summary

The National Park Service (NPS) Denver Service Center, under the Department of the Interior, has issued a Solicitation for the rehabilitation of the Jacob Riis Parking Lot front entry within the Gateway National Recreation Area in New York. This project aims to enhance visitor experience, improve safety, and streamline area management, adhering to the Secretary of the Interior's Standards for the Treatment of Historic Properties. This is a Full and Open Solicitation. Proposals are due June 3, 2026, at 9:00 AM MT.

Scope of Work

The project involves comprehensive rehabilitation of the parking lot's front entry. Key deliverables include:

  • Demolition: Removal of existing vehicular pavements, fencing, signage, bollards, barriers, and razing of the parking lot staff building (Building 609). Hazardous materials abatement for Building 609 is part of the lump-sum demolition scope, with a provided asbestos survey report for pricing. Bidders should assume the roof material is hazardous for pricing purposes.
  • Front Entry Rehabilitation: Re-configuration of the vehicle entry queue, installation of new vehicular pavement, automated fee collection infrastructure (contractor provides power/cabling, not interface hardware), and striping. Vegetation removal is required to permit new construction.
  • Utilities: Construction of electrical and telecommunications utilities for the automated fee collection system. Electrical permits are required. Security cameras and license plate readers are to be installed by the General Contractor.
  • Site Improvements: Installation of new anti-climb site fencing, reconfigured pavement striping for pedestrian and vehicular circulation, installation of ABA accessible parking stalls and pedestrian walks, updates to wayfinding signage, and parking lot lighting optimization.
  • Specific Requirements: Epoxy-coated concrete reinforcement, off-the-shelf vehicle barrier gate system with replaceable arm, and collision-rated bollards conforming to MASH TL-1 performance. Archeological monitoring will be provided by the government.

Contract Details

  • Type: Single prime contract, anticipated to be Firm Fixed-Price.
  • Estimated Magnitude: $1 Million to $5 Million.
  • NAICS: 237310 (Highway Street and Bridge Construction), with a Small Business Size Standard of $45 Million.
  • Performance Period: 10 calendar days to begin after award, with completion required within 200 calendar days after Notice to Proceed. The project schedule is projected to run between Labor Day and Memorial Day to avoid summer limitations.
  • Liquidated Damages: $2,654.14 per calendar day for delays.
  • Bonds: Bid, performance, and payment bonds are required.
  • Wage Determination: Davis-Bacon Act prevailing wage rates (NY20260003) apply.

Submission & Evaluation

  • Proposal Due Date: June 3, 2026, at 9:00 AM MT.
  • Submission Method: Proposals must be emailed to Rachel_dyer@ios.doi.gov. All amendments must be signed and submitted with proposals.
  • Evaluation: Best Value Continuum Tradeoff Process, considering technical approach, key personnel experience, past performance (non-price factors in descending order of importance), and price (fairness and reasonableness). Certified cost and pricing data is required.
