Sources Sought Notice (SSN) / Market Research

This notice is for market research purposes only to determine business interest and capabilities for a design-build project to relocate the Hite Small Boat Launch/Retrieval Ramp within Glen Canyon National Recreation Area. Proposals are not being requested at this time. The National Park Service (NPS) will use the information gathered to develop an acquisition strategy and determine potential set-aside opportunities.

• Location: Near Hite, Utah, within Glen Canyon National Recreation Area.

• Estimated Cost: $17M - $21M.

• Scope: Design-build project to relocate the existing small boat launch ramp upstream due to receding water levels and sedimentation. The project includes approximately 1.0 mile of new gravel access road, a 1,300 linear foot new boat launch ramp (designed for J-boats), and a gravel parking area (<5 acres).

• Key Quantities: Includes significant earthwork (675,000 CY), rock blasting (450,000 CY), aggregate base (7,000 CY), and reinforced concrete (40,000 SF).

• Constraints: Rural location with limited staging, significant travel distances to lodging and suppliers, and the need to minimize visitor impact as the park will remain open during construction. Protective measures are required to preserve the surrounding environment.

• Design Process: The selected Design-Builder will be required to follow NPS design review workflows, submitting 70%, 95%, and 100% design deliverables for approval before construction begins.

• Period of Performance: Anticipated 550 calendar days, including potential weather delays.

• Anticipated Contract Type: Firm-Fixed-Price (FFP).

• Anticipated Solicitation Issuance: Around February 2026.
