Quick Summary

The National Park Service (NPS), through its DSC Contracting Services Division, has issued a Pre-Solicitation Notice for a Design-Build (DB) project to relocate the Bullfrog Launch Ramp within the Glen Canyon National Recreation Area, Utah. This project is estimated at $77M and will be a Firm Fixed-Price contract. The NPS is currently conducting market research, with responses to a Sources Sought Survey Questionnaire due by December 8, 2025. The formal Request for Proposal (RFP) is anticipated on or after July 1, 2026, and will be conducted with No Set-Aside Used.

Scope of Work

This design-build effort involves relocating the existing Bullfrog Launch Ramp, which is no longer viable due to receding water levels, to the vicinity of Stanton Creek. The new ramp will be designed to accommodate 75-ft houseboats. The project scope includes:

  • Approximately 3.5 miles of new two-lane roadway.
  • Construction of a new boat launch ramp.
  • Development of an 8-16 acre parking area.
  • Relocation of over 3.5 miles of utilities (water, electric, sewer, telecommunications).
  • Significant earthwork (600,000 CY), rock blasting (160,000 CY), asphalt paving (670,000 SF), aggregate base (40,000 CY), and reinforced concrete (90,000 SF). The construction site is rural with limited staging, 12 miles from lodging, and 130 miles from suppliers. The park will remain open, requiring minimized visitor impact and protective measures for the environment. The selected Design-Builder must follow NPS design review workflows, submitting 70%, 95%, and 100% design deliverables.
