The upgrade will be sectionalized into a 25.4-mile Casper (Pace)-Quinn Creek (CPL-QCK) section and a 9.4-mile Quinn Creek-Lusk Rural Tap (QCK-LRT) section, with the latter built to 115-kV specifications but operated at 69-kV initially. Existing ROW will be widened.
