Key Requirements & Clarifications

  • Submission: Only one electronic copy of each proposal volume is required. Previously completed Past Performance Questionnaires (PPQs) are acceptable. Specific subcontractor reference forms and key personnel resume forms are not required.
  • Attachments: Offerors must complete both page 9 of the RFP and Attachment 05 (Price Schedule Excel). A Schedule of Values (SOV) is required, broken down by major work components. Attachment 12 (Proposed Equals) is only required if proposing alternative products. Attachment 14 (Limitations on Subcontracting) is not required for proposal submission.
  • Technical: Horizontal Directional Drilling (HDD) experience and key personnel qualifications outlined in Section 33 05 07 are contract requirements, not pre-award proposal requirements. Spoil disposal is the contractor's responsibility to an off-site legal area. Contractors may propose alternate HDD profiles that meet performance requirements.
  • Site Visit: A site visit was held on December 10, 2025. Attendance sheets are available. The question period for this solicitation is now closed.

Evaluation

Award will be based on a Best Value Tradeoff Process, considering technical factors, past performance, and price. Performance and Payment Bonds are required within 15 calendar days after award, and a bid guarantee is also necessary.
