Quick Summary
The National Park Service (Department of the Interior) has issued a Total Small Business Set-Aside solicitation for the Rehabilitation of Climbing Facilities at Camp Muir within Mount Rainier National Park. This project involves the demolition of an existing modular building and its replacement with two new steel-framed climbing shelters, along with site stabilization. Proposals are due June 5, 2026.
Project Scope & Requirements
This opportunity, titled "Y--MORA-CAMP MUIR GUIDE BUILDINGS," seeks a qualified firm to demolish an existing incompatible structure at Camp Muir (elevation 10,080 feet) and construct two new steel-framed, weather-resistant climbing shelters in the same location, designed to align with the historic landmark district. The scope includes:
- Demolition and disposal of the existing modular building, weather station tower, and retaining wall.
- Site preparation, excavation, and slope stabilization.
- Installation of two new steel-framed shelters with weather barriers, siding, windows, and doors.
- Interior construction, including bunks, storage shelving, and tables.
- Installation of electrical conduits for a future photovoltaic (PV) system (PV installation is a separate NPS project).
- Site stabilization using geotextile fabric and gabion baskets.
Site Conditions & Logistics
Camp Muir presents significant logistical challenges due to its remote, high-altitude location and challenging weather. Access is primarily via hiking (2-8 hours), and there are no running water or commercial services. A public shelter can accommodate up to 20 crew members for lodging. The contractor is responsible for all aviation costs, with an assumed 9 helicopter days; heavy-lift helicopters are generally not permitted due to environmental concerns. The site will remain open to the public during construction, requiring coordination for temporary barricades. Asbestos and lead-based paint testing has been completed, and the site is clear. Environmental considerations include noise limits for generators (60 dB at 100 yards) and spill containment for liquid fuels.
Contract Details & Submission
This is a Firm Fixed Price contract with an estimated magnitude between $1,000,000 and $5,000,000. The period of performance is 365 calendar days from the Notice to Proceed. The NAICS code is 236220 (Commercial and Institutional Building Construction) with a $45M size standard. Proposals must be submitted electronically to juan_roman@ios.doi.gov by June 5, 2026. Prevailing wage rates for Pierce County, Washington (effective 01/02/2026) apply.
Evaluation & Key Attachments
Award will be based on a Best Value Continuum Tradeoff Process. Offerors are required to complete and submit a Past Performance Questionnaire (Attachment 8) by June 27, 2025, for their references to return to the Contracting Officer. A site visit was held on May 15, 2026, at the Mount Rainier Visitor Center (virtual option available), with a transcript (Attachment 10) and asbestos report (Attachment 11) now available. Bidders should review the detailed specifications (Attachment 1), drawings (Attachment 2), product cut sheets (Attachment 3), and construction report (Attachment 4) for comprehensive technical requirements.
