- Construction of new buildings and facilities, such as site civil and yard piping, headworks, process, bioreactors, digesters, dewatering, drying beds, intraplant pump station, generator building, O&M storage, and new underground diesel and propane storage tanks.
- Rehabilitation of existing lagoons, force mains, sewer lines, and buildings.
- Demolition of various existing buildings, lagoons, drying beds, and sludge basins.
- Construction or rehabilitation of lift stations.
- Installation of telemetry and integration into the Parkwide SCADA system.

Bidders must submit proposals using the 3-page SF 1442 form. Key submission forms include the General References, Project Experience Questionnaire, and Past Performance Questionnaire (PPQ). Large businesses must submit a Small Business Subcontracting Plan. Numerous amendments have provided extensive clarifications, updated specifications, and drawings. Bidders should review all amendments and Q&A documents, which detail technical requirements, material specifications, and allow for "or equal" product substitutions with the proposal for MBR equipment and other items. Gold Certification for Integrators is a requirement. A pre-bid meeting was held on October 22, 2025.
