• Commissioning: Commissioning is required and will be managed by a Commissioning Agent. The Superintendent cannot act as the Commissioning Manager.
• Personnel: A full-time site superintendent and a full-time QA/QC manager are required. The Superintendent cannot also serve as the QA/QC manager or Safety and Health Officer.
• Work Hours: While some work can occur during normal business hours, the majority of the work, including electrical generator and tank building construction, will need to occur during nights and weekends. Phasing details are provided in G-008.
• ICRA Requirements: ICRA (Infection Control Risk Assessment) requirements will be in place, particularly for Category B containment. Existing windows can be used for negative air venting. STARC walls are acceptable for containment.
• Fire Alarm & Security: Simplex is the manufacturer for the current Fire Alarm system. Johnson Controls services the current Fire Alarm and Security/Access Control systems. Avigilon is the manufacturer for the current CCTV system. All these systems are to be CFCI (Contractor Furnished, Contractor Installed).
• HVAC Controls & BAS: Trane is the current manufacturer for HVAC Controls and the Building Automation System.
• Hazardous Materials: Lead paint mitigation is required on interior walls and wood ceiling structures. The VA will provide the latest hazardous materials survey report.
• Permits: The VA is the Authority Having Jurisdiction (AHJ), so no construction permits are required. However, the contractor is responsible for obtaining permits from the VA Fire Department for any work involving open flames or sparks.
• Windows: Specific specifications and basis of design for various window types (aluminum, historic, storm, blast-resistant) are clarified, with updates provided in Addendum #1. Blast-resistant windows are required on all exterior windows.
• Phasing: Phasing plans are shown on G-008 for architectural, mechanical, and plumbing. Electrical phasing plans are also requested.
• Laundry Operations: Full laundry operations must be maintained 24/7 during construction. Temporary facilities or bypass systems may be required and are the contractor's responsibility if needed.
• Submittals: Submittal review turnaround time is one week.
• Bid Date: The bid date can be extended, and the VA intends to allow at least one week between RFI posting and the proposal due date. A second round of RFIs may be accommodated if required.
