Quick Summary
The Department of Veterans Affairs (VA), Office of Construction and Facilities Management (CFM), is issuing a Request for Information (RFI) and announcing an Industry Day for the historic rehabilitation of Wadsworth Chapel (Building 20) at the West Los Angeles VAMC campus. This project supports the National Center for Warrior Independence (NCWI), aiming to restore the campus for veteran housing and services. The RFI is for acquisition planning and market research only.
Project Scope
The project involves the historic rehabilitation of the 8,760-square-foot Wadsworth Chapel, built in 1900 and vacant since 1971. The renovation will create a supportive space for veteran interfaith programming and wellness. The scope includes interior and exterior renovations, site improvements, modern systems upgrades, seismic reinforcement, and functional modifications to establish a non-denominational chapel and gathering area. A design-build approach is anticipated.
Industry Day & Registration
An onsite Industry Day will be held on April 08, 2026, at 1 PM PDT at the West Los Angeles VAMC. It will feature a presentation from the NCWI PMO and a guided tour of Building 20. Firms are limited to two attendees, with at least one possessing a technical background.
Registration is required by April 06, 2026, at 9 AM PT. Interested firms must submit a cover sheet (including non-binding statement of interest, company description, years in business, and attendee contact information) and a Capabilities Statement electronically to gerald.brusaw@va.gov. The Capabilities Statement should address five specific questions regarding firm details, socio-economic status, past performance in historic restoration, and familiarity with historic preservation in the Greater Los Angeles area.
Information Request (Post-Industry Day)
Following the Industry Day, respondents are invited to submit non-binding Rough Order of Magnitude (ROM) estimates for the project's completion (costs and duration) by April 15, 2026. Two scenarios are requested: one for the full scope and another for a simplified restoration preserving historic intent without a gathering space. These ROMs are solely for market research.
Important Notes
This RFI is for market research and acquisition planning purposes only and does not constitute a Request for Proposal, Invitation for Bid, or Request for Quotation. It is not a commitment by the government to award a contract. Responders are responsible for all associated expenses. No set-aside is specified for this RFI.
