Project Details

The project entails the historic rehabilitation of Building 20, the Wadsworth Chapel, an 8,760 sq ft structure originally constructed in 1900 and vacant since 1971. The restoration will be a simplified effort preserving the two historic chapels to honor the building’s original design and intent. The scope includes interior and exterior renovations, site improvements, modern systems upgrades, seismic reinforcement, and functional modifications to create a non-denominational chapel and gathering area for veteran interfaith programming and wellness. A design-build approach will be employed to execute the full scope of rehabilitation activities.

Industry Day

An onsite Industry Day is scheduled for April 08, 2026, at 1 PM PDT at the West Los Angeles VAMC. The event will consist of a presentation from the NCWI PMO, followed by a guided tour of the Wadsworth Chapel (Building 20). The total duration is anticipated not to exceed 2 hours. Firms are limited to two attendees, with at least one attendee required to have a technical background capable of answering Government questions.

RFI Response & Registration

Registration for participation in the Industry Day is required by April 06, 2026, at 9 AM PT. To register, interested firms must submit a cover sheet, company description, and capabilities statement electronically to gerald.brusaw@va.gov. The cover sheet should include a non-binding statement of interest, brief company description, years in business, and contact information for the two attendees.

Respondents must answer five specific questions within their capabilities statement:

  1. UEI number, firm name, and Point of Contact (name, email, phone).
  2. Confirmation of Industry Day attendance and attendee names.
  3. Socio-economic status (or 'large' if none apply).
  4. Relevant past performance of similar size, scope (historic restoration), and complexity.
  5. Familiarity with historic preservation/restoration, including necessary considerations, regarding Greater Los Angeles, State of California, and federal procurements.

Following attendance at the onsite Industry Day event, a response to Question 6 is required by April 15, 2026. This response should provide a non-binding Rough Order of Magnitude (ROM) estimate for the project’s completion, including projected costs and duration. It should be a brief narrative (not exceeding one page), outline key assumptions and risks, and include a lump sum or range estimate. Responses to Question 6 are for market research only and will not be disclosed by the Government.
