A Welcome Center with administrative areas, medical/mental health consultation rooms, staff offices, conference rooms, security, laundry, and a pantry is also required. Associated site improvements include grading, drainage, utility distribution, accessible routes, lighting, and landscaping. Units must be safe, accessible, supportive, and incorporate integrated pest prevention, durable materials, kitchenettes, privacy, security, and bariatric-accessible features. A mockup of the TSH unit and Welcome Center is required for government review. The project is located at 11301 Wilshire Boulevard, Los Angeles.

Contract Details

  • Contract Type: Two-Phase Design-Build, Firm-Fixed-Price, Indefinite Quantity.
  • Set-Aside: 100% Service-Disabled Veteran-Owned Small Business (SDVOSB). Offerors must be registered at veterans.certify.sba.gov at proposal submission and prior to award.
  • NAICS Code: 236220 (Commercial and Institutional Building Construction), Small Business Size Standard: $45 million.
  • Period of Performance: Base CLIN: no more than 210 days after Notice to Proceed (NTP). Optional CLINs: no more than 60 days after NTP.

Submission & Evaluation

This is a two-phase procurement:

  • Phase I: Focuses on Technical Approach (Schedule/Speed of Delivery, Project Management Plan, Risk Management Plan), Team Project Experience, and Past Performance. Price is not evaluated in Phase I. A shortlist of up to three offerors will proceed to Phase II.
  • Phase II: Involves submission of Technical and Price proposals, including a Design Solution. Evaluation is a best-value tradeoff process.
