This document provides answers to vendor questions regarding Solicitation 36C24426R0072 for the Facility Master Plan at Wilmington VAMC.

• Resume Limit: The limit for resumes has been increased from 10 to 15 to accommodate the 15 required disciplines listed in the Scope of Work. The government will not prioritize specific disciplines; firms should submit resumes that best represent their team's experience.
• Evaluation of Design Approach: The firm's approach to incorporating evidence-based design, ADA, NFPA Life Safety code, energy conservation, interior design, and space planning will be evaluated under both the 'Design Team Proposed for This Project' and 'Technical Approach' factors. Firms may use sections E and H of the SF330 to demonstrate qualifications.
• Submission Method: Only a single electronic copy of the SF330 response is required, to be submitted via email to stephen.gulotta@va.gov. Hard copies are not needed.
• Estimated Project Value: The government will not provide an estimated value for the project.
• Page Limits: Page limits apply only to specific sections (E, F, and H), not to the entire submission document.
• CPARS/PPQs: Submission of CPARS or PPQs for projects listed in Section F is optional and will not count towards the overall page limit.
• Required Forms: VAAR 852.219-75 must be signed and included in the submission. Qualifications submitted without a signed copy will not be reviewed.

Key changes include an increase in the resume limit and clarification on submission methods and evaluation criteria. The requirement for a signed VAAR 852.219-75 has been confirmed.

Statement of Work (SOW)

To procure professional Architectural/Engineering (A/E) services for the Wilmington VA Health Care System to develop a comprehensive Facility Master Plan and Feasibility Study for its main hospital, leased properties, and future micro hospitals and outpatient clinics.

• Facility Master Plan: Develop a ten-year lifecycle plan analyzing veteran population, demographics, service lines, market boundaries, and existing facility data. This includes identifying new programs, assessing space and service gaps, and developing conceptual and refined project listings with scope and cost estimates.

• Feasibility Study: Conduct studies for proposed major construction or lease projects, evaluating build vs. lease and renovation vs. new construction options.

• SCIP Readiness: Develop a 10-year Construction Phasing Plan, recommending realignment of the facility’s Strategic Capital Investment Planning (SCIP) for various project types. This includes developing cost estimates, Cost Benefit Analyses (CBAs), and Business Cases for SCIP submissions.

• Drawing Updates: Conduct a full space audit of all facilities, updating existing AutoCAD (.dwg) floor plans and developing new drawings where necessary, adhering to VHA and National CAD Standards.

365 calendar days from Notice to Proceed (NTP).

• Compliance with all relevant National Fire Protection (NFPA), National Electric Code (NEC), and other federal, state, local regulations and building codes, as well as JCAHO standards.
• The prime firm must be licensed/registered and possess expertise in multiple disciplines including Architectural, Civil, Structural, HVAC, Plumbing, Electrical, Fire Life Safety, Security, IT/Data, Construction Cost Estimating, Landscaping, Geotechnical, SHPO, Hazardous Material and Biological Assessments, Environmental Assessments, and Pre-Solicitation Consulting.
• Maintain a SharePoint-like site for project documentation and information sharing, adhering to "for official use only" (FOUO) and sensitive but unclassified information handling requirements.
• All records created are the property of the Department of Veterans Affairs and must comply with records management laws and regulations.

Solicitation / RFP / RFQ

The Department of Veterans Affairs (VA) is seeking professional Architectural and Engineering (A/E) services for a Facility Master Plan at the Wilmington VA Medical Center. This procurement is conducted under Public Law 92-582 and FAR Part 36.

• Development of a Facility Master Plan for the Wilmington VA Medical Center and associated facilities.

• Firms must demonstrate experience in healthcare planning, federal contracting, and possess a strong technical approach.

• Compliance with various codes and standards including evidence-based design, ADA, NFPA Life Safety code, energy conservation, VA specific standards, and local regulations.

• One contract will be awarded to the most qualified firm.

• Submission Deadline: May 11, 2026, by 4:00 PM Eastern Standard Time (EST).

• Required Document: SF330 (7/2021 Edition) and appropriate documentation.

• Requests for Information (RFIs) Deadline: April 22, 2026, by 4:00 PM EST.

• This procurement is set-aside exclusively for Service Disabled Veteran Owned Small Business Concerns (SDVOSBC).

• Firms must be registered in SAM.gov and provide proof of SDVOSB status verification (VetCert).

• Failure to provide a signed copy of VAAR 852.219-75 will result in disqualification.

• No pre-proposal site visit will be conducted.

• The government will not reimburse costs associated with responding to this announcement.

• This is a request for SF330 packages, not a request for proposal. Award will be made after a two-phase selection process including interviews.
