The general scope of this project is for installation, testing, and commissioning services to add post indicator valve (PIV) system supervision and protection and update the fire zones and add voice alarms in building 78.

Existing Conditions

Post indicator valves (PIV s) previously installed with new station water system currently require manual inspection/supervision and system supervision will be added. These 22 valves are building adjacent and will be linked via radio to control relays in each building s fire alarm system. Most of these buildings are aging brick structures on grounds with many legacy underground systems around them. This makes wire/conduit trenches and internal wiring routing challenging. Changing conditions over time necessitate protecting some valves from equipment and vehicle impacts.

Building 78, the Community Living Center (CLC) is the onsite nursing home at the VA Medical Center (VAMC) located in Bath, New York. The current fire alarm system, 1 zone for building, does not support the current fire practice of 11 zones, 9 of which are living spaces, one for attic, one for crawlspace. This structure has been more recently remodeled, so has relatively easier structural access however is also a working patient nursing facility so work needs to be well planned and coordinated with nursing staff.

Current station fire system uses Johnson Controls/Honeywell Verifire programming and components.

Construction will include, but is not limited to:

Post Indicator Valve (PIV) bollard protection.

Removal, including underground portions, of existing bollards to be replaced.

Preparation of new bollard locations including survey for locations and conflicting underground utilities.

Installation of bollard protection.

Return of surrounding areas to project specified and/or previous conditions.

Some of these locations involve asphalt and concrete surfaces.

Support of post project documentation.

Installation and integration of post indicator valves (PIV) to fire control panel systems

Supply, installation and configuration of Potter radio switch and supporting communication equipment.

Connection to signaling line circuits (SLC) of Johnson Controls (JCI)/Honeywell fire alarm systems, to include wall penetrations, fire conduit, and panel installation.

This will include penetration and sealing of masonry walls.

Configuration and programming of existing station wide Johnson Controls Verifire based systems for new equipment.

Support of post project documentation.

Installation and integration of zone voice alarms into building 78 the community living center residence. Reconfiguration of single fire zone into 11, with 9 living areas

Supply, install, wire, and connect new fire control panels.

Supply, install, wire, and connect new annunciators.

Configure and program fire alarm system for new zoning and equipment in all panels and monitoring locations.

Ensure conditions around new equipment are restored similar to existing.

Support of post project documentation.

Safety Measures:

Review and incorporate risk assessment and interim life safety plans and measures into safety and construction planning.

Pre Construction Risk Analysis (PCRA) by VA

Interim Life Safety Measures (ILSM) by VA

Generate and follow a safety plan and incorporate risk and life safety assessments.

The Contractor shall supply:

All the materials, tools, labor, and supervision to complete this project as required on the contract drawings and in the specifications.

JCI/Honeywell Verifire software is required

JCI/Honeywell hardware is required

Potter Signalink hardware and software is required.

Contractor will adhere strictly to the plans and specifications unless directed otherwise by the CO in writing.

Contractor shall have 180 days from the Notice to Proceed to complete all work.

Communications and Standards

All contract direction, changes, financials, and contract performance are the responsibility of the VAMC Contracting Officer (CO).

Contracting Officers Technical Representative (COR) is responsible for day-to-day operations in project and the primary point of contact (POC) for project.

Project is required to use the Autodesk Construction Cloud Build Platform (ACC)

Bath VAMC will provide licensing, permissions, and online training for this cloud-based tool at no cost to contractors.

ACC is used for submittals, requests for information, project communications and documentation.
