Statement of Work (SOW)

To expand the Emergency Department (ED) at the Boise Veterans Affairs Medical Center (VAMC) due to growth, by demolishing and rebuilding the existing Purple Team clinic and then the current ED space.

• Renovation of 10,700 sf within Building 85, first floor.

• Expansion and reconfiguration of the existing 5,700 sf ED to 8,900 sf.

• Reconfiguration and relocation of adjacent functions (Admitting Office, corridors, ER waiting) occupying 1,800 sf.

• Extension and connection of necessary utilities from surrounding areas within the building.

• Work includes, but is not limited to: demolition, phasing, structural, new wall systems, flooring, painting, ceiling systems, windows, architectural finishes, millwork, mechanical (HVAC, hydronic, digital control), plumbing, medical gas, patient lifts, fireproofing, electrical, telecommunications, nurse call, security, fire alarm, fire protection sprinkler work, and potential asbestos/lead abatement.

• Contractor shall provide all tools, equipment, materials, labor, supervision, and management.

• Construction activities must be secondary to the Medical Center's mission. Some activities may be restricted to outside normal business hours or curtailed if they interfere with normal operations.

• Restrictions may be imposed on noise, fumes, and vibrations.

• Construction safety, infection control, and site security are prime requirements; infractions may be considered a material breach.

• Contractor is responsible for all testing and laboratory services.

• Contractor is responsible for the correct disposal of all materials.

• Contractor shall coordinate with the Contracting Officer’s Representative (COR) for direction and notification of disruptions.

• COR will monitor contractor performance, conduct Safety, Interim Life Safety, and Environmental inspections.

• Place of Performance: Boise VA Medical Center, 500 W. Fort Street, Boise, ID 83702.

• Period of Performance: 443 calendar days from receipt of the Phase I Notice to Proceed.

• Contractor shall only access areas directly associated with the Work and not enter patient care areas.

• Contractor shall provide construction site security.

• Contractor shall refer to Division 01 specifications for safety, risk, and infection control guidelines.

• Contractor is responsible for their own quality control, as per specifications.

• Contractor shall not have access to sensitive and/or proprietary information.

• All deliveries shall be addressed to the Contractor, not the Medical Center.

Sources Sought Notice

The US Department of Veterans Affairs (VA), Network Contracting Office 20 (NCO20), is conducting market research to identify potential sources for an upcoming requirement to expand the Boise VA Medical Center (BVAMC) Emergency Department (ED). This notice is a tool to determine appropriate socio-economic set-aside categories for the procurement.

The project involves renovating and expanding approximately 10,700 sf of space within Building 85, first floor. This includes demolishing and rebuilding the existing Purple Team clinic and then demolishing and rebuilding the current ED space to create a larger, continuous ED. The existing 5,700 sq ft ED will be expanded to 8,900 sq ft. Adjacent functions (Admitting Office, corridors, ER waiting) will be reconfigured and relocated. Work includes demolition, phasing, structural, new wall systems, flooring, painting, ceiling systems, windows, millwork, mechanical (HVAC, hydronic, digital control), plumbing, medical gas, patient lifts, fireproofing, electrical, telecommunications, nurse call, security, fire alarm, and fire protection sprinkler work. Potential asbestos and/or lead abatement may be required. The project is planned in two phases with a seamless transition.

• Responses will help determine the applicable socio-economic set-aside.

• A Statement of Work (SOW) dated March 4, 2026, is attached and provides further details.

• Failure to respond will not impact consideration for future solicitations if requirements are met.

• A separate public announcement with offers/proposals will be issued once the set-aside is determined.
