Scope of Work

The contractor will provide comprehensive design-build services to install a dedicated cooling source for the MRI suite's AHU in Building 15. Key elements include:

• Installation of a new air-cooled nominal 30-ton electric chiller system with a remote condenser and buffer tank.
• Provision of chilled water to the existing MRI suite AHU, ensuring year-round cooling capability integrated with the existing Honeywell Building Automation System (BAS).
• Installation of new electrically actuated three-way flanged ball valves and manual isolation valves.
• Furnishing and installing six new 18,000 BTU/h chilled water surface-mounted fan coil units in the adjacent hallway, complete with piping, a circulating pump, and condensate collection.
• Design and construction of new concrete equipment pads for both the interior chiller and exterior condenser, including a 72-inch-high wire mesh fence around the outdoor unit.
• All necessary on-site investigations, engineering, construction drawings, submittals, labor, materials, tools, supervision, and equipment.
• Restoration of work areas to pre-construction conditions.
• Compliance with VA Design Manuals, specifications, NEC code, OSHA regulations, and a one-year warranty on workmanship and materials.

Contract Details

• Contract Type: Firm-Fixed-Price.
• Magnitude of Construction: Between $1,000,000 and $2,000,000.
• Performance Period: 270 calendar days from Notice to Proceed (NTP).
• NAICS Code: 236220 (Commercial and Institutional Building Construction), with a Small Business Size Standard of $45 million.
• Liquidated Damages: $693.27 per calendar day of delay.

This is a Two-Phase Design-Build acquisition.

• Mandatory Site Visit: May 6, 2026, at 9:00 AM EST at the NYHHS - Brooklyn VA Medical Center (Engineering Building 4, Room G18).
• RFI Questions Due: May 13, 2026, by 12:00 PM EST.
• RFI Answers Provided: On or before May 20, 2026, by COB.
• Evaluation Factors (Descending Order of Importance for Phase I): Professional Qualifications, Management Plan, Previous Experience of Proposed Team, Schedule/Capacity to accomplish work, Miscellaneous Experience & Capabilities, Location and Facilities of Working Offices, and Price. Award will be based on "Best Value" tradeoff.

Special Requirements

• Contractors must utilize the VISN 2 Autodesk Build Construction management platform (ACC) and complete required training.
• All contractor employees must complete VA Privacy Training for personnel without access to VA computer systems or sensitive information.
• Adherence to VA records management obligations, safety and environmental record requirements (e.g., EMR <= 1.0), and Buy American Act certification.
• Compliance with limitation on subcontracting rules for SDVOSBs and participation goals for minorities and females.
• Bids should exclude New York State sales and compensating use taxes on materials for VA real property.
