Statement of Work (SOW) / Performance Work Statement (PWS)

To replace Air Handling Units (AHUs) 18, 20, and 22, and associated mechanical systems in Building 1 (Main Hospital) of the Mann-Grandstaff VA Medical Center in Spokane, WA.

• Replacement of existing AHUs (3EA) with new AHUs (4EA).

• Installation/replacement of electrical panel boards, breakers, cables, conduit, steam piping, chill water piping, and hydronic piping for the AHUs.

• AHU 20 will be replaced with AHUs 20A and 20K, with AHU 20K providing dedicated air handling to the 1st-floor kitchen.

• Integration and programming of DDC upgrades, exhaust fans, and other control systems with the existing building automation system (BAS), coordinated with the current controls system service provider.

• Replacement of associated ducts, trunks, and variable air volume (VAV) terminal boxes to create new zones and resize existing zones.

• Installation of exhaust fans for proper air exchange in affected spaces.

• Demolition and commissioning services.

• Provision of a temporary air handler during AHU-18 replacement and potentially other AHUs if phasing requires it.

• Requirement for an in-depth phasing plan to minimize patient care impact.

• Potential for varied work hours (after 1700 weekdays and weekends) to reduce hospital operations impact.

• Replacement of all affected ceiling components.

• Installation, maintenance, and removal of infection control barriers as determined by the infection control plan.

• Contractor to provide supervision, labor, tools, materials, installation, programming, startup, training, O&M documentation, and a one-year warranty.

• Field verification of all equipment, parts, materials, and existing conditions.

• Contractor to provide a qualified manufacturer's representative for installation checks, system service, adjustments, demonstrations, and testing.

• Full test and balance (TAB) for each new air handler, AHU, VAV, and associated equipment settings.

• Operating test in the presence of the Contracting Officer's Representative (COR).

• Provision of Commissioning documentation.

• Demonstrations and training to VA personnel on AHU air flow, chill water flow, steam flow, and VAV settings.

• Verification of installation locations for space requirements.

• Deliverables include inspection documents, testing documents, manuals, and warranty documents.

• COR will evaluate all work and testing. Items must be in a clean and proper working condition.

• Final system acceptance requires a systems demonstration after complete validation of the Controls and Instrumentation System.

• Place of Performance: Mann-Grandstaff VA Medical Center, 4815 North Assembly Street, Spokane, Washington 99205.

• Period of Performance: 650 calendar days.

• No Government-Furnished Equipment (GFE) will be provided.

• Contractor is responsible for all equipment and supplies.
