Solicitation

• Perform visual inspections of electrical feeders, HV splices, and conduits within the manholes.

• Identify and document all spare conduits.

• Assess and document the size, type, and quantity of feeders and spare conduits in each manhole.

• Inspect cable bends for compliance with manufacturer's minimum allowable radius.

• Inspect terminations, splices, and exposed cable sections for damage, overheating, or corona.

• Inspect porcelain terminations for chips, cracks, leaks, and tracking.

• Provide an Infrared scan of all splices within manholes.

• Inspect manholes for spalling or deterioration of the aboveground portion.

• Mandrel any identified spare conduits to confirm suitability for future use.

• Dewater manholes and clear drains as necessary.

• Note: Feeders will be energized during the investigation. Work involves confined spaces requiring appropriate permits, training, and PPE.

• Provide a written final report within 30 days of completing field investigation. The report must include photos, condition assessments, professional recommendations, and a summary for each manhole.

• Provide an Excel data table detailing each manhole with respective feeders, conduits, quantity, and types/sizes. List all spare conduits.

• Work at the Government site shall not take place on Federal holidays. Assume at least 25% of the work is to take place after hours due to weather and field conditions.

• Contractor must mobilize within 15 days of NTP.

• Contractor must possess appropriate training, equipment, and PPE for confined space work, including NFPA 70E, Confined Space, and OSHA 30/10 Hour construction safety certifications. Personnel entering manholes must have valid confined space certifications.

• Contractor must comply with specifications 01 00 00 (General Requirements), 01 35 26 (Safety Requirements), 26 08 00 (Commissioning of Electrical Systems), 26 05 26 (Ground and Bonding), and NFPA 11 2018 (Health Care Facilities Code).

• Contractor must provide closeout documentation no later than 30 days after project completion.

• A site walkthrough will be scheduled and must be attended by prospective bidders.

• Contractor must coordinate all work with the Contracting Officer Representative (COR).

• Contractor must provide a list of participating staff and submit ID requests with required documentation (including SS#, OSHA 10 Hour, etc.).

• Contractor must designate a competent person with valid 30 Hour OSHA certification.

• This contract does not involve VA sensitive information, and contractor personnel do not require access to VA systems.

• Contractor must comply with all applicable records management laws and NARA policies.

• Contractor must report any inadvertent or unauthorized disclosures of information.

• Contractor must obtain Contracting Officer approval prior to engaging subcontractors that require disclosure of contract-related information.

• Contractor shall only use Government IT equipment for authorized purposes.
