Eligibility & Compliance
This procurement is a 100% SDVOSB set-aside under NAICS Code 238210 (Small Business Size Standard: $19 Million). Bidders must be registered in SAM.gov and verified/certified as SDVOSB in the Small Business Search (VetCert/DSBS) at the time of bid submission and award. Key compliance requirements include:
- Hazardous Materials: No pre-demolition survey has been performed. Bidders must include a reasonable allowance for necessary hazardous materials survey, sampling, testing, and abatement services as an open line item for the awarded contractor. The VA will not provide a fixed allowance amount.
- Project Management Platform: Mandatory use of the VISN 2 Autodesk Build Construction Management Platform (ACC). Contractors must complete required training within 12 calendar days of access.
