Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for installing emergency backup generators and associated infrastructure at the W.G. (Bill) Hefner Department of Veterans Affairs Medical Center in Salisbury, North Carolina. The project aims to replace outdated backup power systems with a new emergency generator station to ensure continuous power for the facility.

• General: Installation of an emergency generator station to provide backup power. The project includes a 420-calendar day period of performance and a 1-year warranty. Vendors must report any observed fraud, waste, or abuse.

• Site Civil: Includes grading for equipment enclosure and fuel delivery, ensuring positive drainage, and accommodating AASHTO WB-65 trucks for fuel delivery. Sidewalk ramps and utility connections (water, electrical) are required. Storm sewer and landscaping stabilization measures are also included.

• Structural: Construction of a new building (approx. 62’ x 102’ x 24’) and an adjacent tank enclosure (approx. 42’ x 50’ x 15’). Exterior walls must be high impact resistant. Foundation design accounts for unsuitable fill on site, requiring removal and replacement with structural fill. The structure is designed for Risk Category IV and Seismic Design Category C.

• Architectural: Construction of a 1-story building (approx. 6,300 sq ft) and an adjacent fuel tank yard (approx. 2,000 sq ft). Exterior will feature brick veneer with CMU backup and blast-rated louvers. Interior walls will be durable CMU.

• Fire Suppression: Installation of a wet-pipe sprinkler system sourced from a new fire service connection, separate from domestic water. The system will be designed for Extra Hazard or Ordinary Hazard, Group 1.

• Plumbing: Installation of a new 1” domestic cold-water service for wash-down hydrants and the sprinkler system. A self-contained emergency eyewash station is required. Stormwater management includes roof scuppers and diversion to a new storm system. Sanitary waste is minimized, with proposed sump depressions instead of standard floor drains.

• Mechanical: Installation of three stand-alone generator units with integrated controls. HVAC systems will manage generator and electrical room temperatures. Generator exhaust will be filtered and muffled. Fuel oil storage will provide at least 96 hours of run-time for two generators, with double-walled piping for distribution.

• Electrical: Installation of medium-voltage generators (N+1 redundant, 5.5MW total capacity), paralleling switchgear, load bank, grounding system, transformers, and automatic transfer switches. The system will interface with the existing campus infrastructure, replacing an existing generator and substation.

• Communication: Installation of new network cables (Cat6A) and a network rack for VA equipment. IP POE cameras and dual-authentication card readers for security access control will be installed.

• Fire Detection and Alarm: Installation of a fire alarm system compliant with NFPA 72 and VA standards, including speakers and strobes.

• Environmental: A hazardous materials survey found no Asbestos Containing Materials (ACMs).

• Commissioning: A third-party Commissioning Agent will review designs and perform on-site functional testing.

• 1-year warranty on all items.

• Generators must meet Tier 2 compliance standards for exhaust.

• Fuel oil storage for 96 hours of run-time for two generators operating at full load.

• HVAC systems to maintain specific temperature ranges for generator and electrical rooms.

• Electrical systems designed for N+1 redundancy, providing 5.5MW capacity.

• Period of Performance: 420 calendar days.
