Quick Summary
The Department of Veterans Affairs (VA) is seeking a Service-Disabled Veteran-Owned Small Business (SDVOSB) for the refurbishment and upgrade of the laundry ventilation system at the St. Albans VA Medical Center in Queens, NY. This project, identified as Project Number: 630A4-25-200, aims to restore functionality to critical HVAC and exhaust systems. Responses are due April 14, 2026.
Scope of Work
This project involves the refurbishment and part-equivalent replacement of existing four HV Units and seven exhaust fans serving the laundry operation, along with small capacity AC units for staff breakrooms in Building 173. Key tasks include:
- HV Units (HV-1 to HV-4): Replace 30/40 HP motors and fans (potentially with new fan array sections, direct-drive motors, and VFDs), clean/replace interior components and outside air dampers, install new filters, preheat/reheat coils, control valves, thermostats, fire/automatic dampers, and main electrical breakers. Install new digital local control systems.
- Exhaust Fans (GX-1 to GX-5, E-1, E-2): Refurbish existing fans, replace motors with NEMA premium-efficiency inverter-duty motors and VFDs, replace bearings/seals, install new sealant, access doors, motorized dampers, and filters. Replace main electrical breakers.
- Piping and AC Units: Replace steam PRV station, relief valve, steam/condensate piping, fittings, valves, and F&T traps. Remove and replace specific AC units (AC 2, ACCU1, AC 1) with new equivalent split/package systems.
- Painting: Sandblast and paint structural steel for exhaust fans GX 1-5, and clean/epoxy paint mechanical room floors.
- General Requirements: Furnish all labor, materials, tools, supervision, equipment, and safety. Adhere to OSHA, NFPA, and VA standards. Provide a one-year warranty. Mandated walkthrough required. Contractor must provide PE-stamped shop drawings, infection control, ILSM, and a phasing plan.
- BMS Integration: All controls must interface with the existing Johnson Controls BMS system in Building 89, requiring hardware/software updates and new conduit installation.
- Testing, Adjusting, and Balancing (TAB) & Commissioning: Perform TAB and commissioning for HV units, exhaust fans, VFDs, and the steam PRV station by an independent NEBB, AABC, or TABB-certified firm. Commissioning activities must be led by a qualified provider with healthcare/VA experience. Includes pre-functional activities, functional performance testing, TAB measurements, controls integration, documentation, and 8 hours of instructor-led training for VA staff.
Contract & Timeline

Submission & Evaluation
Contractors must conduct a mandated walkthrough to verify site conditions and notify the Contracting Officer of any observations not in the SOW. Professional Engineer-stamped shop drawings, infection control, ILSM, and a phasing plan are required. Advanced hourly coordination for overtime, weekend, and holiday work is necessary. Contractors must utilize the VISN 2 Autodesk Build Construction management platform (Autodesk Construction Cloud - ACC) for all project correspondence and technical submissions.
