Submission & Evaluation

This is a Two-Phase Design-Build procurement.

  • Phase One requires a technical proposal focusing on Technical Approach, Experience, and Past Performance. Pricing is explicitly NOT required in Phase One. A maximum of five (5) offerors will be selected to advance to Phase Two. The page limit for Past Performance (Factor 3) has been increased to 15 pages.
  • Phase Two will require selected firms to submit both technical and price proposals. Evaluation will be conducted on a tradeoff basis, considering factors such as Technical Solution, Project Schedule, Key Personnel, and Price. Offerors must be verified as an SDVOSB in the SBA certification database at the time of proposal submission and award, and be registered in SAM.gov. Personnel vetting and credentialing requirements, including background checks and PIV cards, are mandatory.
