Submission & Eligibility
Interested SDVOSBs must submit a Capability Statement (limited to 10 pages) via email to Billie.Cherico@va.gov. The statement should include:

- Interest in bidding on the future solicitation.
- Capability to perform similar magnitude/complexity work (1-3 examples).
- CVE certification (if applicable).
- Socio-economic status for NAICS 236220 and percentage of self-performed labor.
- Joint Venture information (if applicable).
- Bonding Capability (letter from Surety). Offerors must be registered in SAM.gov, and SDVOSBs must be registered with the SBA (Veteran Small Business Certification). At least 15% of the contract performance cost for personnel must be spent on the concern's employees or other eligible SDVOSB concerns.
