Project Title: Expand B330 Staff Parking Lot
Location: Dayton VA Medical Center, 4100 W. Third Street, Dayton, OH 45428-9000
Set-Aside: 100% Service-Disabled Veteran-Owned Small Business (SDVOSB)
The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 10, intends to issue a solicitation for the expansion of the B330 Staff Parking Lot at the Dayton VA Medical Center under project number 552-26-502.
Project Overview
The Contractor shall provide all labor, materials, equipment, supervision, and transportation necessary to construct an approximately 93,200 square foot gravel parking lot with approximately 320 parking spaces. The new lot will extend the existing staff parking area on the west side of Building 330, adjacent to Liscum Road, Michigan Avenue, and Minnesota Avenue.
The Contractor shall furnish all labor, materials, equipment, supervision, and transportation required to construct an approximately 93,200-square-foot gravel parking lot, providing an estimated 320 parking spaces. The new lot will expand the existing staff parking area located on the west side of Building 330, adjacent to Liscum Road, Michigan Avenue, and Minnesota Avenue.
Scope of work includes, but is not limited to:
Site preparation and grading
Gravel installation
Installation of parking blocks
All work shall be performed in accordance with the project s Statement of Work (SOW), specifications, and drawings (to be included in the forthcoming solicitation). The Contractor must comply with all applicable federal, state, and local regulations, as well as VA-specific requirements.
Coordination
The Contractor shall coordinate all work with the VA Contracting Officer (CO), Contract Specialist (CS), and Contracting Officer s Representative (COR).
Period of Performance
The estimated period of performance is 90 calendar days from the issuance of the Notice to Proceed (NTP). Final dates will be specified in the solicitation.
Solicitation Details
The solicitation is expected to be posted on SAM.gov on or about November 14, 2025, with proposals due approximately 30 days thereafter. All documents, including specifications and drawings, will be available electronically only. Interested offerors are strongly encouraged to register on SAM.gov to receive automatic updates and amendments.

Set-Aside & Eligibility Requirements
This procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) under the authority of Public Law 109-461 (38 U.S.C. 8127).
To be eligible for award, offerors must:
Be verified as an SDVOSB in MySBA Certifications (certifications.sba.gov).
Be registered and active in SAM.gov.
Qualify as a small business under NAICS 236220 (Commercial and Institutional Building Construction), with a size standard of $45 million.
In accordance with VAAR 852.219-73(d)(4), the SDVOSB prime contractor or SDVOSB subcontractor must perform at least 85% of the construction work.
All necessary licenses and permits required to perform work in the state of Ohio must be obtained prior to commencement.
Project Magnitude
The estimated construction cost is between $250,000 and $500,000.
Bonding Requirements
Electronic copies of Bid, Payment, and Performance Bonds will be required.
Site Visit
A one-time site visit will be scheduled. Details will be provided in the solicitation. Attendance is strongly encouraged.
Amendments & Questions
All amendments will be posted on SAM.gov. No paper copies will be issued. By selecting Watch This Opportunity on SAM.gov, offerors will receive automatic email notifications of any changes.
Offerors are responsible for monitoring the site and acknowledging all amendments prior to the proposal due date, in accordance with FAR 52.214-3.
