The Department of Veterans Affairs, Network Contracting Office 17, intends to issue a Request for Proposals (RFP) for a single, firm fixed price contract for Construction Services. The solicitation will be issued on SAM.gov on or about April 27, 2026.

• The project involves constructing a new energy center at the Garland VA Medical Center (2300 Marie Curie Boulevard, Garland, TX 75042).

• The new energy center will support existing and future facility operations, housing heating, cooling, fuel oil, bulk oxygen, and electrical generation equipment.

• The energy center will serve the existing hospital and the outlying VA-owned building, 900 Shiloh.

• A Central Utility Plant Study (completed March 2024) and utility as-builts are included as SOW Attachments #01 - #06.

• Revit files will be provided post-award.

Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for the design and construction of a new Energy Center at the Garland VA Medical Center. The existing energy infrastructure is outdated and cannot meet current or future demands. The project aims to construct a modern, stand-alone facility to house essential heating, cooling, fuel oil, bulk oxygen, and electrical generation equipment.

• Design Services: The Architect-Engineer (A/E) will provide comprehensive design services, including architectural, structural, site/landscaping, mechanical (HVAC, steam, chilled water), electrical, plumbing, interior design, life safety, physical security, and communications systems.

• Construction Services: The Contractor will be responsible for all labor, materials, and services necessary to construct the new energy center and a connecting utility tunnel, based on the A/E's design documents.

• Key Components: The project includes a new single-story building for equipment, a walkable utility tunnel connecting to the main hospital and an outlying building (900 Shiloh), and integration with existing facility systems.

• Specialized Systems: Design and construction will encompass boilers, chillers, generators, fuel oil storage, bulk oxygen storage, electrical distribution, HVAC, plumbing, fire protection, and communication networks.

• Designs must comply with all current federal, state, and local codes, standards, and VA directives.

• Emphasis on energy management, sustainability, and environmental protection.

• Strict adherence to safety protocols, including Interim Life Safety Measures (ILSMs) and Lock Out Tag Out (LOTO).

• Quality assurance and quality control (QA/QC) are critical throughout the design and construction phases.
