Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for a construction package to address medical gas deficiencies at the Central Arkansas Veterans Healthcare System (CAVHS) in Little Rock, Arkansas, and the Eugene J. Towbin VA Healthcare Center (EJT) in North Little Rock, Arkansas.

• Underground Communication Lines: Installation of new underground communication lines between buildings at both the JLM and EJT campuses. This includes pavement removal and replacement, and coordination with existing temporary structures and roadways.

• Oxygen Shutoff Valves: Replacement of main oxygen shutoff and check valves in the chiller plant at the JLM campus. Additional shutoff valves will be installed to allow for temporary oxygen connections during maintenance. Similar valve replacements will occur at the North Little Rock campus. Temporary oxygen will be provided as needed during zone valve level shutdowns.

• Area Alarms and Shutoff Valves: Comprehensive patch, repair, and refinish of locations for campus area alarms and shutoff valves across various wall types. New installations must match existing materials in color, style, and finish.

• Electrical Work: Protection and preservation of existing electrical feeds to med gas alarm panels, area alarms, and zone valve boxes. Installation of new branch circuits to power newly installed zone valve boxes, area alarms, or med gas alarm panels. Specific power will be provided for a new med gas master alarm in the Dental Suite at the EJT campus.

• Project Area: John L. McClellan Memorial Veteran's Hospital (JLM) in Little Rock, Arkansas, and Eugene J. Towbin VA Healthcare Center (EJT) in North Little Rock, Arkansas.

• Performance Period: Two hundred and forty (240) calendar days after the issuance of the Notice to Proceed.

• Construction Security: A security plan must be followed, including contractor-provided badges, advance notice for escorts, and restrictions on photography. The VA reserves the right to close the site.

• Privacy and Information Security: Contractors will not have access to VA computers or protected patient health information. All data storage devices remain in VA control. Deliverables are property of the U.S. Government.

• Operations and Storage: Contractor operations must be confined to authorized areas. No contractor storage space is available on campus. Work must minimize impact on medical center operations, including patient care and utility services. Deliveries should be scheduled for no more than two workdays.

• Phasing: The Medical Center operates 24/7; any service interruption must be scheduled and coordinated with the COR. A detailed work plan and schedule are required.

• As-Built Drawings: Contractor must maintain and deliver one full-size set and two electronic sets of as-built drawings.

• Utility Services: Government will provide utilities. Contractor must conserve utilities and install/maintain temporary connections, removing them upon completion.

• Utility Shutdowns: No utility services may be interrupted without prior approval from the CAVHS Chief Engineer, with a minimum of 14 days' written notice for services outside the immediate work area.

• Tests: A written testing and commissioning plan is required. Pre-testing of equipment and systems is mandatory before final tests. Final tests must be conducted in the presence of a Contracting Officer representative.

• Maintenance Manuals: Maintenance and operating manuals (hard copies and electronic) and verbal instructions are required for equipment.

• Project Meetings: Weekly progress meetings are required, with minutes distributed within specified timeframes.

• Final Cleanup: Includes disposal of debris and containers.

• Warranty: One-year warranty against faulty workmanship from the date of Government acceptance.
