• Reclaimed Water Connection: Design and construct a connection to the City of Orlando's reclaimed water main to supply the Lake Baldwin VA Campus irrigation system. This includes installing new piping, fittings, valves, pumps, flow sensors, electrical wiring, and controllers, adhering to City of Orlando Engineering Standards. A Ground Penetrating Radar (GPR) survey is required.
• Parking Lot Paving: Pave the existing gravel parking lot southwest of Building 500 with asphalt, stripe parking spaces, and add a new entry point on the north side. The design must accommodate various vehicle sizes and comply with City of Orlando Code of Ordinances, including drainage calculations and a new Environmental Resource Permit (ERP).

Submission & Evaluation

This is a Two-Phase Design-Build solicitation.

• Phase One Proposals Due: March 23, 2026, at 11:00 AM EST.
• Submission Method: Proposals must be submitted via email to michael.zorzi@va.gov and aldwyn.singleton@va.gov, in PDF format, not exceeding 7MB.
• Phase One Evaluation: Proposals will be evaluated based on technical approach, technical qualifications, and past performance. A maximum of five offerors will be selected to proceed to Phase Two.
• Phase Two: Selected offerors will submit detailed technical and price proposals.
