This is a presolicitation notice for Solicitation Number 36C78626B0007, Project Number 810CM3033, for Gravesite Expansion with FCA Deficiencies at Dayton National Cemetery. The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) intends to issue the solicitation around April 20, 2026.

The construction contractor will be responsible for providing all labor, management, materials, tools, equipment, and services for the FY25 Gravesite Expansion and correcting Facility Condition Assessment (FCA) items. Key elements include:

• Construction of 2,400 columbarium niches.

• Installation of 2,472 in-ground cremains sites.

• Development of 7,508 pre-placed crypt sites.

• Creation of 82 traditional casketed sites.

• Construction of a 154-marker memorial wall.

• Architectural entry wall and ornamental fencing.

• Installation of an electrical backup generator.

• FCA Repairs, including removal and replacement of fuel tanks/pumps.
