This is a presolicitation notice for Solicitation Number 36C78626B0015, for the National Shrine Project at Wood National Cemetery. The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) intends to issue the solicitation on or about April 30, 2026. This notice is for informational purposes only and does not constitute a request for bid, proposal, or quote.

The contractor must provide all personnel, management, supplies, transportation, equipment, and supervision for complete section renovation at Wood National Cemetery. This includes, but is not limited to:

• Site surveying

• Preparing grading and headstone realignment plans

• Vegetation removal, grading, and drainage

• Excavation and backfill

• Headstone identification/tagging and handling

• Flat marker geogrid support system

• Headstone re-installation and cleaning

• Turf renovation

• Site restoration work All services must adhere to National Cemetery Administration standards.

• Period of Performance: 365 calendar days from the Notice to Proceed.

• Turf Renovation Window: April 15 to June 30 (spring) and August 15 to October 15 (fall).

• Estimated Value: Between $500,000 and $1,000,000.

• Place of Performance: Wood National Cemetery, 1301, 5000 W National Avenue, Milwaukee, WI 53295-0004, USA.

• Response submittal address, date, and time will be included in the solicitation.

• A Bid Bond will be required. Performance and Payment Bonds may be required.
