Scope of Work
The contractor will provide all labor, management, materials, tools, equipment, and services for complete section renovation, specifically Sections D and E, at Mound City National Cemetery. - Site surveying and preparation of grading and headstone realignment plans.
- Vegetation removal, grading, and drainage improvements.
- Excavation, backfill, and site restoration.
- Headstone identification/tagging, careful handling, re-installation, and cleaning of both upright headstones and flat markers. Headstones will not be physically removed from gravesites but repositioned.
- Installation of flat marker geogrid support systems.

Contract Details
This is a Firm-Fixed-Price contract with an estimated magnitude between $1,000,000 and $5,000,000. The Period of Performance is 365 calendar days from the Notice to Proceed. A one-year warranty on all work after Final Acceptance is required.
Submission & Evaluation
Bids must be submitted electronically to Richard.Adu@va.gov by Thursday, May 28, 2026, at 2:00 PM EST. A public bid opening will be held via Microsoft Teams. Pre-bid questions are due by Thursday, May 7, 2026, at 2:00 PM EST. A site visit is scheduled for Thursday, April 30, 2026, at 10:00 AM CST at the Lodge at Mound City National Cemetery. A Bid Bond is required if the bid exceeds $150,000 (20% of bid price, not to exceed $3,000,000). Performance and Payment Bonds will be required from the awarded contractor. Offerors must complete and return the Limitations on Subcontracting Certificate and the IFB Lump Sum Division Spreadsheet with their bid.
