Statement of Work (SOW)

The primary goal of this project is to replace three uneven sidewalks at the Martinez VA Medical Center (VAMC) to eliminate tripping hazards and ensure ADA compliance. The project also requires addressing underlying site conditions, such as tree roots, that cause sidewalk unevenness.

• Demolition and off-site disposal of existing sidewalks.

• Excavation of at least 6 inches of existing subgrade, followed by compaction and subbase placement.

• Replacement and installation of new ADA-compliant sidewalks.

• Identification and resolution of site issues contributing to sidewalk unevenness (e.g., tree roots), with proposed solutions requiring COR approval.

• Development and implementation of a traffic control plan to ensure safe, ADA-compliant alternate pedestrian routes, especially maintaining a path between the patient parking lot and Building 19.

• Compliance with manufacturer standards, VA specifications, and ADA requirements for all work, including site preparation, compaction, concrete pouring, and finishing.

• Preparation of all necessary construction documents and provision of professional engineering services.

• Period of Performance: 45 calendar days from the Notice to Proceed (NTP).

• Location: Martinez VA Medical Center – 150 Muir Road, Martinez, CA 94553. Specific locations are detailed in SOW Attachment 01.

• Work Schedule: Construction near Building 19 must occur on weekends, with sidewalks ready for use by Monday. Preparatory work may occur on Friday. Construction near Building 20 can occur during normal working hours (7:30 AM - 4:00 PM, Monday-Friday, excluding holidays). Work causing significant impact must be done after hours or on weekends.

• Site Access & Parking: No staging areas are available on-site. Contractor employees are prohibited from parking in patient parking areas; parking violations will not be reimbursed.

• Utility Damage: The Contractor is responsible for any damage to utilities at no cost to the Government and must immediately notify the COR.

• Records Management: The Contractor must comply with all federal and VA regulations regarding the creation, handling, and preservation of Federal records, including training requirements.

• Subcontracting: Any subcontracting requires prior approval and written acknowledgment of all SOW requirements.

• Site Visits: Bidders may visit the site by appointment. A preliminary/pre-proposal site visit is strongly encouraged and will be coordinated with the COR.
